Tender description

Two contracts were awarded in 2013 and 2015 under the BDUK Framework with 90 % and 95 % of premises accessing over 24 Mbps. Around 17 000 premises remain without access to broadband speeds exceeding 24 Mbps. The Authority seeks to identify (a) an operator proposing the most economically advantageous solution to the requirements, including a survey of the intervention area (Lot 1) and (b) a panel of operators qualified to extend coverage to pockets of the intervention area not reached by Lot 1. The Authority intends to award a single contract in respect of Lot 1 and to make awards of framework agreements under Lot 2 to not more than 6 operators. Operators may respond in respect of Lot 1, Lot 2 or both Lots. The Authority is managing this procurement on its own behalf and that of Surrey County Council and West Sussex County Council, who will be able to benefit from and issue requests for call-offs under the framework agreement to be established further to Lot 2. The procurement will identify the most economically advantageous solution to the coverage requirement set out in the ITT documents, including a full survey of the intervention area as described in the ITT documents. Contract term is variable depending on the duration of the build programme as set out in its terms. To identify a panel of capable contractors for the provision of extension services to coverage requirements as set out in the ITT documents, based on the most economically advantageous tender responses, who would enter into a framework agreement enabling the letting of call off contracts meeting those extension service requirements. Call off contract term is variable depending on the duration of the build programme as set out in its terms.
