Tender description
BEIS wishes to appoint a Supplier to undertake an evaluation of the public sector energy efficiency loans scheme. The scheme aims to reduce public sector energy bills, greenhouse gas emissions and energy consumption by removing the financial barriers to the installation of energy efficiency projects in the public sector. The evaluation aims to assess the net impact of the scheme in relation to its three intended impacts, improve understanding of how the scheme's processes operate in practice, assess the cost-effectiveness of the scheme, and produce learning about the loan scheme that is of wider benefit to the department and other organizations. The evaluation is expected to use primary and secondary quantitative data and primary qualitative data to undertake a quasi-experimental impact, process and economic evaluation. Please note that the planned contract start will be from 7.8.2017 until 31.7.2019 and is divided into a scoping phase and two main phases: —Scoping Phase: 7.8.2017 to 31.10.2017 —Phase 1: 1.11.2017 to 30.3.2018 —Phase 2: 2.4.2018 to 31.7.2019 The total budget for the whole requirement excluding VAT is 400 000 GBP to 450 000 GBP Suppliers should not exceed this stated budget. The contract is to run until 31.8.2019 unless terminated or extended by BEIS in accordance with the terms of contract. The contract will be subject to review and contract break points at the end of the Scoping Phase and Phase 1 where the authority will decide whether to continue the service, agree delivery of new activities with the appointed contractor or test the market. In response to the emerging policy context it is possible the evaluation timeline could be extended for up to 6 months. This will be agreed with the appointed contractor and will involve delivery of the contractor activities but over a longer timeline. It is expected this would be delivered within the original budget. Tenders are asked to propose work packages of the research activities to be carried out in each phase which meets the objectives of the evaluation and answer the high-level evaluation questions. The work package for the scoping Phase should be between 50 000 GBP and 55 000 GBP. For Phase 1 it should be between 65 000 GBP and 70 000 GBP. For Phase 2 it should be between 285 000 and 325 000 GBP. The commissioned evaluation of the public sector energy efficiency loan scheme is expected to last from August 2017 to July 2019 over three financial years. BEIS has allocated between 115 000 GBP and 125 000 GBPfor 2017/18, between 260 000 and 295 000 GBP in 2018/19 and between 25 000 and 30 000 GBP in 2019/20.
