Tender description
Northern Gas Networks are tendering for a Professional Services Framework. The Framework will support NGN for the development, design and delivery of projects associated with the NGN Network. Professional Services support is required to cover the full project life cycle, or discrete individual elements at the discretion of NGN and areas of work required may include, but will not be strictly limited to, the development, design of new Capital Investment schemes for Pipelines and Above Ground Installations in respect of all pressure tiers that operate across the gas network and/or maintenance activities associated with these. Suppliers who are interested in tendering for this procurement must be registered on Achilles under codes — 3.76.14, 3.76.34, 4.6.1, 4.6.34 by the 3.7.2017. Only suppliers registered under these codes will be invited to the PQQ stage. The framework will be split into 3 lots, detailed below. The framework will offer no guarantee of volume or value of work. The value provided is an estimate only. Lot 1 — Technical Services - Pursuant to a Project Contract, the Consultant shall pro-actively represent the interests of NGN in all matters concerning project delivery associated with the National Transmission System (NTS) and Local Transmission System (LTS) and all other Professional Services including but not limited to: - 1.Project Management and Planning. 2.Data assessment, interpretation and reporting. 3.Support in preliminary design development / detailed design development in accordance with the IGE/G17 approval process. 4.Support in disciplined design engineering including Mechanical, Civil, Electrical and Instrumentation. 5.Support to specialist Instrumentation and Communication activities. Roles: Project Director. Project Manager. Design Coordinator. Project Leader Mechanical. Project Leader Civil. Project Leader E&I. Cathodic Protection Engineer. Project Assurance Officer. Assistant Project Supervisor Assurance Officer. Quality Assurance Engineer / Advisor. Lot 2 — Support services. SHE Manager. CDM Coordinator. Health & Safety Advisor. Environmental Advisor. Agricultural Liaison Officer. Planner / Programmer. Commercial Manager. Senior Quantity Surveyor. Quantity Surveyor. Administrator. Risk Analyst. Draughtsperson / CAD Operator. Surveyor / Draughtsperson. Archaeological Specialist. Lot 3 — Specialist Integrity Consultancy. Asset Risk Management (ARM) often utilise the services of specialist integrity consultants for issues relating to asset integrity. Drawing on this knowledge supplements the day-to-day asset management techniques currently used by NGN. The integrity services require analysis of data and the provision of risk and integrity based solutions and recommendations. This is used to ensure the integrity of the gas network is maintained and operated in a safe and efficient manner for the foreseeable future. A lot of NGN's assets are ageing and therefore require robust fit for purpose assessments. These assessments, using engineering principles will allow the assets to continue to transport gas for a period beyond their original design life, avoiding unnecessary investment in the future. Integrity Specialists will be employed for a range of activities, including: Assessment of inspection data and provision of recommendations for remedial work Assessment of maintenance regimes and risk assessments to demonstrate compliance with technical standards technical advice regarding the use and adoption of asset management software. Risk Assessments of the HP pipeline network, including issues relating to third party interference, defect assessment and fit for purpose assessments. Risk Assessments of AGI's including civil, mechanical, pipelines electrical and environmental issues. Specialist Integrity assessment & technical Guidance including damage assessment and ground movement. Specialist audits of NGN assets and reports to demonstrate compliance with legislation. Investigation of Incidents & Technical support. Technical advice regarding Gas Quality & High Pressure Metering Issues. Investigation of Measurement errors & Technical support. Rhinology Support. Roles required. Consultant. Project Manager. Senior Engineer. Engineer. Senior Analyst. Analyst/Programmer. Site Engineer. Site Technician. Data Entry Admin / Support.
