Tender description
1. London Trams, a division of Transport for London (TfL), is seeking to conduct an early market engagement exercise in advance of a potential procurement process to appoint supplier(s) to supply; A. Automated Vehicle Speed Monitoring Device B. Driver vigilance device 2. An Automatic Vehicle Speed Monitoring (AVSM) system is required for retrofit to all vehicles in the London Tram fleet to ensure that vehicle speed complies with the speed restrictions defined for its current location and direction. 2.1 The AVSM must provide the following functionality: I. Generate a vehicle speed alert and inform the driver when the vehicle speed exceeds the permitted speed by a configurable limit for a configurable duration. II. Apply a brake intervention if the vehicle speed alert does not clear within a configurable time period or the permitted speed is exceeded by a gross margin. III. Apply the brake intervention for a configurable time as a penalty. IV. Configurable parameters that define alerts and brake interventions must be based on specific locations and direction of travel. 3. Driver vigilance functionality is also required. This may be incorporated within the AVSM, interfaced with it, or provided stand alone, providing the following functionality: I. Generate a vigilance alert and inform the driver if no driver activity is detected for a configurable time period. II. Apply a brake intervention if the driver does not respond to the vigilance alert within a configurable time period. III. Apply the brake intervention for a configurable time as a penalty. 3.1 Alerts and brake interventions triggered by the AVSM or vigilance functions are required to function as follows: I. Warnings given to the driver must be both audible and visible II. The Operational Control Centre (OCC) must be notified in near real time when alerts and interventions occur III. All Data is logged, and operational reports must be generated to support investigations and analysis at end-of-shift or post-incident, and for long term monitoring. 4. Specific status information must be associated with each alert, intervention and event recording. This can be generated internally or collected as inputs to the system. Status information must include, but is not limited to, location, actual and permitted speeds, direction, date and time, Tram ID, Driver ID, Run number, Driver log on/off event, brake intervention event (cause and associated trigger information) and system health reported continuously. 4.1 System health must be indicated to the driver. A method of isolation must be provided to allow movement of the vehicle for recovery in the event of AVSM or vigilance failure. 4.2 The supplier's scope of supply will be: I. All on-board and wayside system components, e.g. Control room server and screen, II. Determine and implement appropriate train-to-ground communications solution, III. Instructions for configuration, maintenance and operation of the system, IV. Any special tools and licenses required. 5. The supplier must also provide system integration, installation, testing and approvals for the whole system, including: I. A study of relevant human factors, II. Vehicle interfaces, III. Survey the routes and applicable speed restrictions, IV. First-off system configuration and validation of system alerts and interventions. V. Any on-going support services and upgrades 5.1 The supplier may offer optional enhancements to the system as follows: I. Correct Side Door Alert. II. Ride quality and driving efficiency reporting. III. System data must be made available externally to third-party systems. IV. Configurable vigilance monitoring based on specific locations and direction of travel. 6. Compliance is required with the following standards; equivalent automotive, road transport or bus environment standards will be considered: I. EN50155 Electronic equipment used on rolling stock (including environmental standards). II. EN50121-3-2 Electromagnetic compatibility: Rolling stock — Apparatus. III. EN50126 The specification and demonstration of Reliability, Availability, Maintainability and Safety (RAMS). IV. IEC27000 Information technology. Security techniques. Information security management systems. Either EN50128 Communication, signalling and processing systems — Software for railway control and protection systems or IEC61508 Functional safety of electrical/electronic/ programmable electronic safety-related systems 7. The supplier must demonstrate that they have a good understanding of safety systems of this nature and have the processes in place to recognise and deliver to appropriate safety integrity requirements. 7.1 The system must be based on established and proven technology. 7.2 Useful life must be 25 years, supported by an obsolescence management process, spares supply contract and ESCROW agreement if necessary, with the target of minimised lifecycle cost. 23* Bombardier CR4000 12* Stadler Variobahn Total: 35 Trams. 23* Bombardier CR4000 12* Stadler Variobahn Total: 35 Trams.
