Summary of the work A full stack development service for Criminal Justice System Common Platform Programme in accordance with the GDS Agile methodology. Development will use the following technologies: Javascript( ES5 & ES6 )/TypeScript Framework-AngularJs 1.5 CSS processor-Sass Package management-npm Task manager-Gulp Testing Frameworks-Jasmine, Protractor Test runner–Karma Java8 JMSandJEE7 Postgresql Git JSON RAML Expected Contract Length 24 months Latest start date Monday 3 July 2017 Budget Range The anticipated Development service will consist of up to 4 teams , each team consisting of 3-4 developers. The maximum day rate MOJ are prepared to pay is £700. The total Supplier charge will be evaluated as per evaluation criteria %. Why the Work is Being Done CJSCPP is a change programme to enable the CJS and agencies be more efficient and deliver a better service. For the first time, criminal case information will be kept together in one place. The CJSCPP is part of a wider portfolio of change being delivered by HMCTS under the HMCTS Reform Programme, affecting services in all jurisdictions. Problem to Be Solved Current CJS services are typically supported by paper and hard media based processes which are expensive, subject to frequent delay and often baffling to citizens without legal training. The CJSCPP is designed to develop efficient, proportionate and accessible digital services delivering access to justice via appropriate modern channels. Who Are the Users 1) As a citizen, view and track my case and plea online, be alerted to changes and for the case to proceed efficiently. 2) As a prosecutor, understand case evidence to ascertain likelihood of a successful prosecution. 3) As a defence practitioner, understand the evidence of a case to best advise my client. 4) As a HMCTS admin, manage the delivery of justice services so the process is delivered efficiently. 5) As a member of judiciary, access all relevant information so that I can make a judgement 6) As a prosecuting agency, submit evidence to provide HMCTS with relevant information. Work Already Done The CJSCP Programme has produced the technical foundations for a domain driven micro-service based back end architecture with service model architecture on the front end. These include frameworks and design patterns that new team members will be expected to worth with. The business has identified approximately 35 service/service fragments to be produced and the change planning has taken place with approximately 7 of the services in various stages of completion. Existing Team The current projects all have teams in place. Each existing team comprises; a Delivery Manager, a Technical Lead, a Business Analyst, a User Researcher, a UX/HTML Designer, one or more front end, back end or full stack developers and a QA specialist. It is expected that the successful provider will primarily augment one of these teams and maybe asked to add development capabilities for new teams yet to be formed, either to extend the capacity on existing projects, or provide the development capability for the other projects due to start during 2017. Current Phase Not applicable Skills & Experience • Have demonstrable experience of working in blended, multi-discipline, multi-vendor team environments focused on meeting user needs using agile methodologies and delivering digital improvement outcomes=4% • Have demonstrable experience of successfully delivering high and long transactional digital services working in complex and highly regulatory environments=3% • Have demonstrable experience in eventually consistent, asynchronous and synchronous systems, and distributed message-driven architectures=4% • Have demonstrable experience in implementing business logic using domain driven design (DDD)=4% • Have demonstrable experience of using CQRS and Event Sourcing patterns=4% • Have demonstrable experience in building micro-services with RESTful APIs using JAX-RS and messaging using JMS=4% • Have demonstrable experience in front and back-end development using Java 8 and JEE7and Angular.JS=4% • Have demonstrable experience in unit and integration testing utilising JUnit, Mockito and Wiremock=3% • Can show demonstrable experience of developing and working against cloud hosted environments=4% • Capable of deploying 12 or more resources with all above for skills and experience=3%. Work Location Primarily Southern House, Wellesley Grove Croydon CR9 1WW and Rose Court, 2 Southwark Bridge Road London SE1 9HS (the "Base locations”, although some visits to other locations and UK Travel may be required.) Working Arrangments The Service is being delivered against the GDS Service Manual using SAFe. SoW/Work-Orders will be issued to define the development outcomes of each project phase and typically span 3-6 months. The suppliers team will initially be required to work onsite at the base location working a (5) day week. For works performed at a non Base location and outside London (outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. All expenses will require prior approval from HMCTS. Security Clearance Baseline Personnel Security Check (BPSS) which must be dated within three months of the start date. Additional T&Cs Any expenses shall be submitted in line with the Ministry of Justice Standard Travel and Subsistence policy. Suppliers shall provide transparency to the Buyer on the rates paid to resources and any third parties in the supply chain. No. of Suppliers to Evaluate 5 Proposal Criteria • Explain your overall Development Approach and Delivery Methodology=4% • Describe how will you ensure that HMCTS is supplied with high quality and appropriately skilled developers, whilst minimising HMCTS's effort in screening the proposed team members=4%. • Explain how you plan to retain key resources for the duration of the contract and how you can commit to meet HMCTS's continuous need for developers=2% • Provide named individuals and CV’s to meet the initial requirements demonstrating experience of working in agile multi-vendor teams =5% • Provide three referenceable client-focussed case studies where your company have provided the desired service capability; please identify the proposed team member(s) that were part of the delivery team 5%) • Describe your approach to adding, replacing and rotating new team members, within a 2 week notice period, to the existing team without reducing the team’s velocity =2% • Describe how you intend to measure and manage quality and speed of delivery teams and individuals to ensure continuous improvement=2% • Propose your approach for enabling digital teams, delivering capability and ensuring that knowledge transfer is conducted during handover of project outputs to the HMCTS BAU maintenance team=2% • Give examples of KPIs and SLAs that you would be prepared to commit to for this contract, including ability to provide high calibre substitutes/replacements within 2 weeks (2%) • How the proposal will optimise costs, and generate savings. Will it be possible for the suppliers team to be based onsite 5 days a week for the potential total duration of the assignment (24 months) Yes Supplier resources will be expected to base themselves mostly at our Croydon and Southwark Bridge offices. 2. Will the headcount within the development teams be the full responsibility of the supplier or will the client want input on whether there is to be 3 or 4 people per team? The Programme will decide the number of developers required per team. 3. Given that HMCTS CPP has applied quite stringent interviews is the past, do HMCTS/CPS plan to validate the skills/experience of the appropriately qualified resource we would put forward for the programme, and if so, how? Is unqualified substitution allowed under the proposed contract should resource supplied need to be replaced for whatever reason? CPP will not interview supplier resources, but will require confirmation from the supplier that their resource(s) do have the necessary skills and experience to complete the SoW. Substitution will be expected at Supplier cost (e.g. a handover period) should a supplier resource leave the Programme and such substitution will only be qualified to ensure that the substitute resource does provide a cultural fit into the relevant team. 4. Will it be possible to use highly skilled foreign national developers in possession of an appropriate work visa/permit to form part of our delivery team? CPP are neutral on the nationality of resources. We require a supplier whose resources have BPSS clearance and who have legal rights to work in the UK, and who can provide the resources within a timeline that meets our requirements. 5. You have recently separated the tenders for Front end vs Back end developers. For this 'Full Stack' tender, does each individual need to have the essential skills, or can the skills be covered by the team (of 3-4 developers) as a whole ? Each person need to have all of the essential skills - the supplier resource will not necessarily work together and complement each others skill sets. 6. Are all 12-16 developers required to start at the commencement of the contract, if not, what is the expected profile? 5 will be required at contrct commencement, with the others coming on board within the next five weeks. 7. How many CVs are required to be provided at the written proposal stage? Five CVS at the proposal stage please 8. "Explain how you will ensure collaboration at all levels of the project and programme delivery between users, team members, and management. Give examples for each team member=3%" Is the supplier looking for example's' for each of the 12-16 team members or a more general response based on resource type A more general response based on the resource typeI.e. How does the supplier ensure that the people they supply work collaboratively with others across the organisation and fit in with the programme's way of working rather than trying to force the programme to do something different 9. What is meant by 'digital improvement outcome'? A tangible improvement in a business or business process resulting directly from a digital development or process 10. Describe how you intend to measure and manage quality and speed of delivery teams and individuals to ensure continuous improvement" - in the context of this tender supplying only part of an agile team, what data is the buyer prepared to expose to support an ongoing assessment of the delivery teams and individuals we supply? The programme is able to assess the contributions by individuals against the deliverables/outcomes defined in their Statements of Work and will provide feedback to suppliers where needed, but the question here relates more to you as the supplier to inform us as to how you do it 11. What is meant by ' enabling digital teams'. The process for equipping (training, empowering, etc) people to work effectively in a team environment where the primary focus is on delivering digitally enabled change. How suppliers can assist in ensuring that the people they supply are suitably equipped to work as a part of an agile team not just as successful individuals. 12. We believe that a rigid approach to skills identification will severely limit the quality of responses. Could we suggest that suppliers are encouraged to present experienced, adaptable individuals possessing CQRS and front-end experience without Angular specifically or individuals with Angular and RESTful micro-service experience but without CQRS specifically? We believe this will generate higher quality buyer options. There has been 2 recent procurement exercises where the programme sourced suppliers that were able to supply back or front-end developers. This specific exercise aim to procure individuals who have a combination of these skills, and we are clear as to the type of skills we need.
