Tender description

This contract is for an Environmental Enforcement Service to undertake pro active intelligence and complaint led high profile foot patrols enforcing against offences such as littering, dog fouling, fly tipping and ASB and to issue Fixed Penalty Notices to individuals observed as committing such breaches and offences. The aim is underpinned by the following service objectives: — Promote and support the ‘Engage, Educate and Enforce’ model of delivery across the borough; — Provide appropriate information, guidance, training, and support to residents in the behaviour that is expected by the Council; — Ensure enforcement officers provided are of good character, polite and confident with proven experience in dealing with conflict situations; — Ensure enforcement officers perform an ambassadorial role and take part in agreed local initiatives and joint operations including interacting with other agencies and strategic partners; — Provide a service that delivers in areas of need throughout the borough in terms of deployment of officers, areas patrolled and hours of operation; — Ensure residents receive high-quality customer service throughout their involvement with the service; delivering a service that residents perceive to be a good experience; — Collate and monitor resident satisfaction of the service through surveys, feedback and complaints in order to inform ongoing service development; and — Provide added value to the Council through the visual presence of officers in identified ‘hot spot’ areas, investigation of environmental offences and interviews of offenders where relevant for crimes such as fly tipping.
