Tender description

Engineering support services. Support of BAE Systems Type 101 (Commander) Air Defence Radars. Spares, repairs, post design services and help desk including field service support (including survey, fault diagnosis and in-situ repair) to maintain a radar availability of 95 % of the following Systems: Type 101 Radars currently located as follows: i. 3 fixed systems in the Falkland Islands. ii. 1 fixed system at RAF Cosford used as training radar. iii. 1 deployable system currently in use as part of OP SHADER. The following services will be required: 1. Sustainment Services. Helpdesk and Incident Management. The provision of technical assistance and advice services for query resolution and dealing with incidents involving the equipment. Industry Support. Field Service Engineer Support at the UK, Falklands and overseas sites if required to resolve incidents. Carry out 6 monthly Benchmarking at all of the sites. Whole Life Cost and Performance Monitoring. Carry out logistical modelling to identify and control key cost drivers so that investments can be made to improve availability. Management of Spares and repairs. Manage the repair (if practicable) or replacement of all in scope failed items to provide the required level of availability in the timescales outlined. 2. Design Support Services Reliability. Undertake engineering changes to the systems as required to ensure that the reliability requirements are met so that the required availability can be met. System Design Authority. Provide SDA support to include: i. Design changes or manufacturing concessions related to system performance, capability, safety and system integrity. ii. Preparation of proposed design changes to meet the design standards. iii. Monitoring and notifying the Authority of Legislative and MOD Policy changes which impact on the Equipment. Provide recommendations of any necessary corrective action. iv. Carry out design work in accordance with the Service Provider's standard engineering design processes. v. Ensure that design changes do not adversely affect equipment reliability, maintainability, availability or safety. vi. Codification of replacement items. vii. Providing Design Authority Support to activities under other work packages. viii. Ensure compliance with ITAR regulations. 3. Technical Publications Support. Maintain the extant Interactive Electronic Technical Publications. 4. Project Management Services. Project Plan. Develop, maintain and implement a Project Management Contractor Logistical Support Plan to describe how the contract will be delivered within the duration of the programme. Configuration Management. Implement a configuration management process and procedures in conjunction with the Authority. Risk. Implement a Risk Strategy in which the Contractor agrees a joint risk management process which defines the activities to be applied to the joint management of risk between the Authority and Contractor. Quality Assurance. Maintain a Quality System. Commercial and Financial Management. Provide Commercial and Financial support to meet the aims of the Contract. Procurement Management. Provide Procurement support to the Project manager through the life of the contract. Safety Management. Provide support on safety issues to the Authority and inputs as required to the Authority's Safety Case. Sustainable Development. Provide and manage support to Sustainable Development activities. Required by the Authority. 5. Equipment Disposal or transfer Services. Disposal. Provide technical assistance to the Authority to dispose of the equipment at the end of the Contract. 6. Sustainable Development. Current Legislation. Ensure that all activities take place in accordance with current environmental and sustainment legislation, the Authority's sustainable development policy and eco design principles, hazardous materials, power consumption and the supply chain. 7. Engineering Change Services. Reliability Issues. Provide technical advice for engineering changes to the system that are generally required in order to resolve reliability issues, within the scope of the contract that could impact the achievement of the required availability. Modifications. Provide technical advice for all modifications required on grounds of safety or required by the Authority.
