Tender description

The London Borough of Sutton (Sutton Council) is seeking quotations from suitably qualified organisations for the provision of Festive Lighting at the London Borough of Sutton. The contract will initially be for a period of 5 years with 2 break clauses commencing on July 2017 with the option to extend the contract for a further year at the discretion of the Council. Sutton Council currently contracts with a diverse group of voluntary, statutory, partnership, social enterprise, consortium, mutuals and private sector providers. This list is not exhaustible and encourages a range of organisations, regardless of size, to apply for this provision. The Council shall not be bound to accept the lowest cost nor any quotation, and reserves the right to accept all or part of your bid. The award of contract shall be based on the most economically advantageous quotation submitted. Deadline for submission of a completed Quotation Questionnaire is Friday 30.6.2017 at 12:00. Schedule 1 — Core lighting, this is the main schedule of work to be completed. — The hire of appropriate lighting, once the lighting scheme (minimum 2 design options for each area) has been agreed between the successful contractor and LBS; — The installation of the hired lighting; — The maintenance and repair of all hired lighting; — The removal of all lighting. 2.1 Festive lighting is required for 5 centres detailed below. — Beddington and Wallington. — St Helier, the Wrythe and Wandle Valley. — Carshalton and Clockhouse. — Cheam North and Worcester Park. — Sutton South, Cheam and Belmont. 2.1.1 The lighting scheme for Beddington and Wallington is: — Croydon Road: 4 lights; — Plough Lane: 6 lights; — Beddington Lane: 5 lights; — Stafford Road: 14 lights; — Mollison Square: 8 lights — on private land. 2.1.2 The lighting scheme for St Helier, the Wrythe and Wandle Valley is: — Wrythe Lane: 13 lights; — Wrythe Green Road: 8 lights which should be relocated to Green Wrythe Lane opposite shops; — Green Wrythe Lane: 3 lights; — Middleton Circle: 6 lights; — Hackbridge Road: 6 lights. 2.1.3 The lighting scheme for Carshalton and Clockhouse is: — Carshalton/Acre Lane: 1 light; — High Street Carshalton: 14 lights; — Carshalton ponds: 2 lights; — The Mount: 6 lights; — Banstead Road: 4 lights; — Westmead Road 8 lights; — Stanley Park Road: 4 lights. 2.1.4 The lighting scheme for Cheam North and Worcester Park is: — London Road: 22 lights; — Central Road: 22 lights; — Sutton Common Road: 2 lights; — Epsom Road: 4 lights; — Tudor Drive: 2 lights; — Stonecot Hill: 7 lights. 2.1.5 The lighting scheme for Sutton South, Cheam and Belmont is: — Ewell Road: 3 lights; — The Broadway: 5 lights; — High Street: 4 lights; — Station Way: 4 lights; — Station Road: 8 lights; — Upper Mulgrave Road: 8 lights. 2.1.6 Tree lights to be hired, installed and taken down in the following locations: — Beddington and Wallington: — Woodcote Road: 2 lights; — Sutton South, Cheam and Belmont: — Station Road: 2 lights; — Cheam North and Worcester Park: — Central Road: 5 lights, — Windsor Road: 2 (local committee owned) lights. Note: In case the tree lights cannot be placed in Central Road, they need to be replaced by standard lights. — St Helier, Wrythe and Wandle: — Green Wrythe Lane: 2 lights; — Carshalton and Clockhouse: — Banstead Road: 2 lights. Please note that schedules 2, 3 and 4 are all additions to schedule 1 that may or may not be taken forward in the contract, depending on budget and agreement with the Local Committees. Schedule 2 — This is in addition to the main schedule of works (schedule 1). Proposed cost for one additional unit off the shelf motif per column. This would include the motif, infrastructure and timer. Installation, removal and storage costs to be included within this quote. Schedule 3 — This in addition to the main schedule of works (schedule 1): Custom designed ‘Lavender’ Lights. Custom designed ‘Lavender’ Lights doubled banked motifs on a structure on column, this includes the design, build, installation, take down and storage of the bespoke design. These will be hired for the same time frame as the other lights and are required in: — Wallington North — Manor Road; — Woodcote Road (Wallington High Street); and — Stanley Park Road or Stafford Road (change of name in the junction). 29 in total. Note: In case the ‘Lavender’ lights cannot be placed, they need to be replaced by standard lights. Schedule 4 — This is in addition to the main schedule of works (schedule 1): Sutton Town Centre Lights. — High Street: 38 lights and 8 crossings; — Carshalton Road: 4 lights; — Grove Road: 4 lights; — Trinity Square: Tree.
