Tender description

Why the Work is Being Done To support Border Immigration & Citizenship Systems (BICS) plans to transform the architecture of our border and visa processes with the aim of improving security, business efficiency and customer service, including digitisation. Problem to Be Solved From a technical perspective, the programme will be required to build the new digital capabilities required to support the BICs plans. A key element of which will include further digitisation of components of the visa product. The requirement is initially for a client side Programme Delivery Manager. This may extend to other client side roles including project management office, business analysts, scrum masters, technical architects, business change roles, test and QA roles, as the programme needs evolve. At peak no more than 3-4 of these roles is expected. The intention is that the development team will come via existing contracts. Who Are the Users The users will be travellers wanting to enter the UK but there are also key internal user groups that include caseworkers from UKVI, Border Force Officers and Immigration Enforcement Officers. Early Market Engagement Work Already Done A discovery has been run and identified a number of key next steps. - Conduct user research for a trial group of users - Prepare high level user stories (scenarios) to inform design - Secure support from other programmes to carry out technological development for trials and agree roles and responsibilities - Design & agree roadmap for delivery of trials and success criteria. Existing Team A digital team of user researchers, designer, lead developers and product manager formed the Discovery team and are preparing for user engagement with a trial group. Current Phase Discovery Work Location 2 Marsham Street initially then Croydon from summer / autumn 2017 Working Arrangments Expenses will need to conform with Home Office HR policies and travel will not be payable within the M25. The team is expected to work across the multiple sites; the main sites are expected to be Westminster then Croydon. The team must be available during standard Home Office working hours. Security Clearance The role(s) will require SC clearance Additional T&Cs Skills & Experience Outline experience of performing a client side role within an organisation during the last three years. Outline experience managing a technology roadmap for a complex programme with multiple dependencies and stakeholders. Outline experience managing development team(s) to deliver the required capabilities on the roadmap. Demonstrate understanding and ability to deliver digital services/products to the Government Digital Service standards. Demonstrate ability to mobilise resources within the timescales and to manage their performance over the entire contract duration. Outline experience of handing over an Application to the business as usual service owner post go-live. Nice to Haves Previous successful experience delivering digital services within Government. Proven track record of building services with robust disaster recovery plans in place. Demonstrate ability to collaborate and function within a complex ecosystems of suppliers and internal stakeholders, and ensuring that the end user needs are represented and met.
