Why the Work is Being Done The Transforming Compliance and Enforcement Programme (TCEP) is replacing its current IT system for recovery of financial impositions. This is being achieved partly through procurement of a debt recovery / debt collection system, but also by the integration of this system into a wider ecosystem of HMCTS and external provider solutions to enhance the efficiency of the business operation. Problem to Be Solved The TCEP solution is COTS package with ReST based APIs, which needs to connect and exchange data with a number of other systems and external data sources which use other protocols including SOAP and FTP. We are proposing to achieve this through the use of an Integration Layer. The data exchange will need to handle content such as XML and CSV and is expected to provide message transformation. The outcome required is the development and delivery of this integration layer and the connections between the various functional components, plus the support of everything developed and deployed until handed over. Who Are the Users The system will have few direct users, as it is connecting disparate end user systems. The only directly connected users are envisaged to be administrative and/or DevOps support staff. Early Market Engagement No formal market engagement has been conducted but some exploratory information gathering meetings have been held with: • Open Answers. • Atos. Work Already Done A set of interfaces has been identified, and discussions are on-going with the teams managing those interfaces. Initial high level design work has also been undertaken by the Ministry of Justice team who will act as support and assurance for the delivery supplier. Existing Team None Current Phase Discovery Work Location TCEP is a distributed project with a Head Office (HO) based at 102 Petty France, London. The supplier will be expected to provide their own working premises where they will base a flexible team prepared to travel and engage with relevant end-user organisations. The supplier will be expected to meet and provide a written progress report to the TCEP project leadership in the Head Office on a weekly basis. In order to promote efficient collaboration and team interaction across the various locations along with agile ways-of-working, key working meetings will include conference call (i.e. dial-in) options. Working Arrangments For each Work Package, the supplier will conduct an initial short piece of work on a Time and Materials basis to provide to HMCTS: • A technical design • A fixed price cost quotation • A plan and delivery timeline • A statement of any HMCTS resource/facility requirements The work will commence only after the Fixed Price proposal and Timeline for the work has been agreed. Security Clearance All staff engaged on the programme must be security cleared to BPSS level. Staff providing production support services will need to be SC Cleared. Additional T&Cs Standard DOS Terms and Conditions Skills & Experience Two or more substantial cloud based integration solutions developed and supported by the supplier in current live operation. 4% Evidence of integration solutions using some or all of SOAP, XML, REST/JSON, file-transfer, messaging and email. 4% Evidence of significant technical expertise in integration technology (API's, protocols and standards). 4% Evidence of source code control mechanisms and versioning. 3% Evidence of mature and documented support processes particularly for Incident, Problem and Change management and online portal to share documentation and support active collaboration. 3% Evidence of support arrangements which will enable HMCTS to report issues and/or defects 24x7. 3% Evidence of significant knowledge and experience of application design and development, providing knowledge transfer and operational handover. 4% Evidence of significant knowledge of security standards and best practices for government communication. 2% Nice to Haves Has experience with UK Public sector projects. 1% Demonstarte experience working with a range of suppliers from large scale organisations to SMEs. 1% Adheres to ITIL or similar mature process frameworks. 2% No. of Suppliers to Evaluate 5 Proposal Criteria Evidence of a number of live operational solutions - 5% Reference clients case studies demonstrating applicable experience of delivery of similar requirements - 8% Evidence of Team skills and experience - 4% Demonstrate how the approach and proposed technologies meet the requirement - 9% Availability & flexibility of resources to meet start date - 4% Cultural Fit Criteria Demonstrate how it would work collaboratively and flexibly with permanent staff and other suppliers. 2% Demonstrate how it would Share knowledge and participate in skills transfer. 4% Demonstrate how it would be open, honest and transparent (e.g. open coding). 4% Payment Approach Time and materials Assessment Method Written proposal Case study Work history Reference Presentation Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range
