Tender description

Birmingham City Council are inviting tenderers for the provision of a framework agreement for a supplementary fixed penalty notice enforcement service for a period of 4 years commencing 1.9.2017. The successful contractor will be expected to provide a back office system that handles the recording of fixed penalty notices, receives payments and is accessible by Birmingham City Council to produce statistics and monitor performance. The back office system must include: — on-street electronic FPNs which are recorded automatically; — be capable of receiving payments must include as a minimum Paypoint (or equivalent), telephone and internet payments; — must produce prosecution reports from the data entered on the street (to minimise administration time). Please note that TUPE may apply.
