A Client Group of authorities consisting of four Local Authorities; Basildon Borough, Castle Point Borough, Rochford District and Southend-on-Sea Borough, working with Essex County Council, require new Playing Pitch Strategies (PPS) and Built Facility Strategies (BFS) as well as the provision of a strategic overview of the issues and requirements for the \"sub-regional\" area of South Essex.
