Tender description

As a partnership we have been awarded funding of 1 250 000 GBP from the Department for Communities and Local Government as part of the homelessness prevention programme to commission a social impact bond to address rough sleeping. Our vision is to provide an individualised service to homeless people and work with them to creatively solve their homelessness and improve outcomes related to health, employment and training. Providers are sought: — With a track record of improving peoples housing along with their health, education and employment outcomes. — With the ability to start delivering the service in October 2017. — We are looking for bids from a single organisation or a lead provider where provider/s are confident in securing social investment. We regard this service to be subject to the Light Touch Regime. We will follow guidance applied to a 2 stage negotiated procedure and adopt a pseudo approach as permitted under the regime. We will short-list at selection stage (maximum of 3 providers to be take forward to initial invitation to tender). Short-listing will be based on the scoring of Technical and Professional Ability questions in Part 3 of the Standard Selection Questionnaire. We reserve the right to move to contract award following the evaluation of initial tenders submitted (where there is insufficient competition or grounds upon which to negotiate).
