Tender description

Essex County Council are re-opening the Integrated Residential and Nursing framework agreement for Care in a residential setting with or without nursing within the county of Essex. This is a notice for social and specific services in accordance with Directive 2014/24/EU of the European Parliament and of the Council, Article 74 Health, Social and related services. This contract will establish a framework agreement which will have 3 lots: Lot 1 Residential Care will be commissioned by ECC on ECC's standard terms and conditions (operating a Preferred Supplier ranked list) and the ISP for each service user will be the call-off contract; Lot 2 Nursing Care will be commissioned by ECC on ECC's standard terms and conditions (operating a Preferred Supplier ranked list) and the ISP for each service user will be the call-off contract; Lot 3 (NHS funded care) will be commissioned by the CCGs on the NHS terms and conditions and the ISP for each patient will be the call-off contract. Care in a residential setting for social care placements, for Older People (aged 65+) and adults with non-complex mental health needs. Essex County Council currently funds the provision of care for approx. 4 000 adults in a residential setting. The current annual gross cost of care to the Council for supporting adults in a residential setting (which may include care homes and long stay hospitals) is 100 000 000 GBP. These figures include client contributions, but exclude market spend by Health, other local authorities and people who pay for their own care via private arrangements (self-funders). Care in a residential setting for social care placements to include Nursing care for service users who are eligible for NHS funded Nursing Care contribution FNC, for Older People 65+ and adults with non-complex mental health needs. Essex County Council currently funds the provision of care with Nursing in a residential setting for approx. 1 000 adults. The current annual gross cost of care to the Council for supporting adults in a residential setting with Nursing (which may include care homes and long stay hospitals) is 10 000 000 GBP. These figures include client contributions, but exclude market spend by Health, other local authorities and people who pay for their own care via private arrangements (self-funders and exclude the Funded Nursing Care (FNC) element as this is paid directly by health. Lot 3 is for NHS Funded Care commissioned by the following Clinical Commissioning Groups: Mid Essex Clinical Commissioning Group; West Essex Clinical Commissioning Group; North East Essex Clinical Commissioning Group; Basildon and Brentwood Essex Clinical Commissioning Group; Castle Point and Rochford Essex Clinical Commissioning Group; Southend Clinical Commissioning Group.
