Tender description

Barnsley Metropolitan Borough Council (The Council) is looking to establish an agreement for the provision of modular ramps and associated bespoke works being commissioned for properties within the borough to support access improvements. The Government has established a scheme (Disabled Facilities Grants) to allow those classed as disabled to obtain a grant from their Local Council to make changes to their home, for example to: — Widen doors and install ramps; — Improve access to rooms and facilities — e.g. stair-lifts or a downstairs bathroom; — Provide a heating system suitable for specific needs; — Adapt heating or lighting controls to make them easier to use. The Disabled Facilities Grants (DFG) Fund is allocated to the Council on an annual basis and expected to continue until 2020 as a minimum. The Grants are allocated to an individual or household on a needs basis, through assessment by Equipment and Adaptations Team who will provide a referral to the DFG Team within the Council to instruct the type of adaptation required. The DFG Team within the Council will then project manage the commissioning and build of the adaptations on behalf of the Client (Individual — home-owner, tenant or occupant) to ensure they are completed. All works undertaken in the commissioning and project management are done by the Council on behalf of the Client. The DFG Team have supported the commissioning and installation of approximately 20 ramps per year over the last 2 to 3 years. The DFG Team's role is as an agent (known as Contract Administrator) for the disabled Client (known as Employer) and the DFG Team procure services on their behalf, not on behalf of Barnsley Council.
