Why the Work is Being Done The Home Office needs to ensure the iTOC team have the required skills to meet current and projected service on-boarding. Problem to Be Solved The supplier is needed to: • Determine the training needs for iTOC • Develop a learner Journey / career development path for iTOC roles. • Identifying and proposing suitable training organisations for external training requirements. • Assist Home Office to go to the market to select a training partner/s to deliver the identified technical training Who Are the Users N/A Early Market Engagement None Work Already Done This exercise has previously been completed for Cyber Security Operations Centre (CSOC). Job descriptions have been created for the three in-scope roles but these should be ratified by the supplier. Existing Team The supplier will be working with the Technical Support Services team and the iTOC in Hendon and Manchester. Current Phase Not applicable Work Location Home Office, London (Hendon and / or Marsham Street) and Manchester (Salford) Working Arrangments This is envisaged as a fixed price engagement with agreed outputs. It is expected that much of this will be achieved working on-site with TSS and the iTOC. Normal operational hours of Monday to Friday 9am to 5pm Security Clearance All staff must hold or be prepared to undergo SC Security Clearance to operate on this project. Additional T&Cs Standard DOS framework and call-off terms and conditions. The contract will be for an initial statement of work, Phase 1. Further statements of work may be developed on successful completion of phase 1. Skills & Experience A deep understanding of IT service operation / service support skills and capability requirements. Experience completing Training Needs Analysis for IT Support services. Experience creating Training Plans for IT Support services. Named personnel with attached CVs showing experience of TNA development. Demonstrate that the supplier understands the training market, types of training available and explanation of a methodology to support evaluation. Ability to demonstrate, with previous outputs, process followed, the type of information gathered and used and the level of detail including graphical and backup data as output Nice to Haves Experience of working in a challenging and complex public sector environment with regularly changing priorities. A strong knowledge of and experience working with IT support services within the public sector. An understanding and experience of working with Civil Service Learning. No. of Suppliers to Evaluate 3 Proposal Criteria CV(s) of staff who will lead the work Credentials from previous TNA work A pedigree in technical service support, delivering it running your own teams Experience of delivering technical training, standing up training Methodology approach that you plan to use that will be scalable for future TNA work within the HO.
