Summary of the work Contribute to the development of the Borders AFTC service working in an Agile delivery environment. Role involves working with one or two teams in order to coach, mentor, serve in order to produce the correct code first time and to maximise the teams productivity. Specialist role Delivery manager Expected Contract Length Up to 24 months or completion of the services. Latest start date Sunday 30 July 2017 Maximum Day Rate Maximum day rate of up to £700. Who Speclialist Work With Key stakeholders within Border Force, Home Office Digital Data and Technology, Home Office and Security Services. The programmes are resourced by a range of specialist resources including Home Office Civil Servants and other government Civil Servants. What Specialists Work On We require an experienced Scrum Master who has worked with a mixture of different team sizes and types. They must understand the underlying principles of Scrum and its purpose in the real world. This is a position for a full time Scrum Master and we are looking for individuals who are happy in this role, understand how to work with different types of people and continually strive to improve their teams efficiency and productivity. Skills & Experience • Guide the team on how to use Agile/Scrum practices. • Run Sprint ceremonies including, daily stand-ups, planning meetings, showcases, and retrospectives. • Ensure that work undertaken by the team has been suitably prioritised and has a specific business benefit. • Provide support to the team using a servant leadership style and leading by example. • Remove impediments that are preventing the team from delivery. • Build a trusting and safe environment where problems can be raised without fear of retribution or being judged, with an emphasis on problem solving. • Support and coach the Product Owner to maintain a product delivery roadmap that identifies deliverables, dependencies and milestones. • Facilitate getting the work done without coercion, assigning, or dictating the work. • Facilitate discussion, decision making, and conflict resolution. • Mentoring skills that demonstrate the Agile values and principles, helping teams and individuals become Agile in thought and behaviour. • Growing and facilitating teams to deliver innovative software products, as well as less experienced teams. • Light-touch leadership that employs a highly collaborative approach to guide people without controlling them but employing authority when the situation requires. • Knowledge or experience with Agile techniques and methodologies: User Stories, estimating, TDD, continuous integration, pairing, automated testing. • Fluent in English and good communication skills Nice to Haves • Experience of working directly with Civil Servant end users in order to discuss ideas, prototypes and technical progress. • Experience of working on digital by default service standard compliant government website. Work Location The Specialist is predominantly based at Home Office premises at Lunar House, Croydon, CR9 2BY, but may be required to attend Marsham Street, London, SW1; and MetroPoint , Croydon; Surrey; or other locations as necessary. Working Arrangments This role requires being physically on site Monday – Friday. Approximate hours are 09:00 – 18:00. Specialists will work primarily on-site with teams as required and report to management on site. Specialists are expected to work across the multiple sites as required. Expenses will conform to HO internal policies and will not be payable to Westminster, Croydon, or Heathrow. Security Clearance Security clearance of Security Check (SC) is required. Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers 1. Is the engagement inside or outside the scope of IR35? Could you please confirm if this role has been assessed as falling within or without of IR35 legislation or subject to 'off pay-roll working'? Requirements for this role advertised are deemed to be within the scope of IR35 and is likely to be considered within the scope of the Intermediaries legislation. Availability to start is a key criteria within the process. 2. There are multiple roles here with slightly different role ID's. How many candidates are we allowed to submit? Is it one candidate per role, or one candidate across the similar roles? Each supplier is requested to provide one applicant submission and associated CV per role. 3. Is there a current incumbent? The Home Office has both new and existing requirements for this type of role with both incumbent suppliers and new suppliers. 4. Security Clearance - is BPSS acceptable at application stage? and if successful, to start the SC process with Home Office as a sponsor? If the candidate has Security Clearance level already progressing through the application process, in this instance BPSS would be acceptable by the Home Office at the application stage. Please refer to previous question responses referring to SC Clearance provided by the Home Office. 5. Can a candidate without SC Clearance apply? Will the Home Office sponsor the SC Clearance? The role states that SC will be required. Is it advisable for a candidate to have SC prior to applying or would the Home Office be willing to accept a suitable candidate without SC and then put them through the clearance process? The advert refers to Security Clearance being required. Candidates may be working towards obtaining this level of clearance, but candidates are required to have this in place by the latest start date. The Home Office may support the candidate with this process upon appointment, but this must be in place by employment commencement 6. Can a candidate with DV clearance be considered for this role ? Candidates with DV Clearance will have already undergone Security Clearance level checks and will therefore be considered as part of this process. 7. What is the lead time for feedback once the application is submitted? The Home Office is aiming to conclude the evaluation stage of the process by the end of June. 8. Please can you confirm if T&S can be recovered? What are the other expenses which will be paid ? Is there any travel involved in this role and will the travel expenses be paid ? What are the other expenses which will be paid? Are expenses additional to the day rate? Specialists will work primarily on-site with teams as required and report to management on site. Specialists are expected to work across the multiple sites as required. Expenses will conform to HO internal policies and will not be payable to Westminster, Croydon, or Heathrow. Those Travel and Subsistence expenses that apply will be payable in addition to the day rate. 9. Any specific format(pdf,doc) in which CVs to be sent? Suppliers are requested to provide CV's within PDF File format. 10. Is occasional remote working allowed? Specialists will work primarily on-site with teams as required and report to management on site. Only approved IT facilities and equipment may be used and off-site or home working may be required at times subject to line management review and agreement. Specialists are expected to work across the multiple sites as required. 11. Will the day rate be excluding VAT or including VAT ? All day rates quoted will be exclusive of VAT. 12. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role ? No. In order to fulfil the preliminary conditions for SC clearance, candidates must have indefinite leave to remain in the UK AND have been resident in the UK for at least the past five years. EU passport holders may be eligible to apply for SC clearance if they have been resident in the UK for at least the past five years. 13. This is a position for a full time Scrum Master and we are looking for individuals who are happy in this role, understand how to work with different types of people and continually strive to improve their teams efficiency and productivity."
