Summary of the work BA of technology and processes currently being used at GDS to inform a more consistent approach to technology development and support in the future. This includes (but not limited to): logging, monitoring, programme languages, code repository back-ups and help identify a backlog of additional areas. This role is outside IR35. Specialist role Business analyst Expected Contract Length 4 months Latest start date 08/05/2017 Maximum Day Rate £500 Who Speclialist Work With You'll be working with a core team of Deputy Director for Service Support and Operations, a Programme Manager and two other business analysts. The wider 'matrix managed' team is made up of tech architects, developers, security specialists, user support managers, product and delivery managers. What Specialists Work On "Analysis of technology and processes currently being used at GDS to inform a more consistent approach to technology development and support in the future, including analysis of - logging - monitoring - programme languages - code repository and back-ups Assisting with identifying a backlog of additional areas that need analyis and the resource model to deliver to the backlog " Skills & Experience • At least 1 - 2 years experience of working with, analysing and communicating data to a range of audiences • At least 1 - 2 years of communicating technical concepts to non-technical audiences • At least 1 - 2 years of delivering transformational change • At least 1 - 2 years of working in a fast-paced multidisciplinary team in which you have changed your delivery focus rapidly and regularly when needed • At least 1 - 2 years experience of building a culture of continuous delivery and improvement, ensuring that data is regularly analysed, maintained and improved • An understanding of user centric design, personal data, digital transactions, security and privacy Nice to Haves • At least 1 - 2 years of using a range of digital delivery tools • At least 1 - 2 years of producing and/or contributing to a range of documentation that may include presentations, briefings, business cases, contracts Work Location Holborn, London until Jun 17 when we will move to the Whitechapel Building in Aldgate Working Arrangments Onsite, co-located with the core team. There may be some need for travel to other government/third parties for reference visits - only when needed. Can you confirm if you have definitely had budget sign off and business requirements approved for this position please as we spent a lot of time resourcing for a Technical BA at the beginning of March only to be told yesterday that the role had been cancelled due to a change in the business requirements. Yes, we have obtained relevant approvals. The team are working using an agile methodology using a backlog. 2. What is the IR35 status of this role if known? From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. We need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’. As stated in the summary of work this role is outside of IR35 5. Please could you clarify the SC Clearance required – do candidates need to hold it already or can they start without it? It is preferred that the candidate already has SC clearance. If not currently held, the candidate must be willing to undertake the SC clearance process. 6. Will travelling expenses be paid for when the candidate travels to other government/third parties for reference visits ? If it is outside the London metropolitan area. All travel must be pre-agreed and pre-approved by Cabinet Office and be subject to Cabinet Office Travel and Subsistence rates. 7. Is there a chance for extension in duration of the project ? What is the lead time for feedback once the application is submitted? Depending on the volume of bids received at the outset, we would aim to get back to suppliers within 5 days to let them know if they have been successful at getting through to the next stage. If unsuccessful, feedback will also be provided. 15. Can a candidate with DV clearance be considered for this role Yes, of course. 16. How many positions are available for this role? 1 position 17. Regarding the SC clearance status, if the candidate does not hold active SC clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance It is preferred that the candidate already has SC clearance. If not currently held, the candidate must be willing to undertake the SC clearance process. As SC clearance is required then suppliers are required to pay and arrange for that security clearance themselves as to become eligible and compliant to perform the contract.We can however arrange for special dispensation to allow suppliers to begin their contract and allow them onsite whilst the security process is underway. A caveat to this is that the supplier's contract would be terminated if SC clearance was not granted. 18. Would you require CVs now or after shortlisting suppliers? After the shortlisting stage, successful suppliers will be asked to provide work histories within a template provided 19. Can you please specify which digital delivery tool experience are you looking for ? Our teams use Trello, Pivotal tracker and other similar products to track stories and tasks, some experience of these would be useful.
