Tender description
Liverpool City Council is working with the Football Association and Sport England in order to deliver a step change in the football facilities in Liverpool as part of the ‘Parklife Project’. The Parklife Project involves the initial construction of 4 football hubs at the Jericho Lane, Simpson Ground, Jeffrey Humble, and Heron Eccles sites across Liverpool and may involve further facilities being delivered in due course, as part of this concession. The construction of the 4 initial football hubs will be grant funded by the Council, the Football Foundation and Sport England. The Council, as the lead organisation, intends to finish the construction of the initial football hubs by February 2018 and the details of the new facilities at the new football hubs are set out in the data room. The purpose of the procurement is to select an operator in order to manage and operate the facilities (see paragraph II.2.4 below). The purpose of this procurement process is to select the operator that the Council will contract with in order to operate the initial 4 football hubs set out above and others as they are delivered by the Council. The Concession Contract clearly sets out how these new facilities can be brought on stream and operated by its selected operator. This is an initial 10 year opportunity (with the option to extend for up to a further 5 years) to generate income from the facilities in return for which the Council requires that the operator pays: (i) 210 000 GBP per annum to the Council (Concession Fee); (ii) into the formation of a 3 000 000 GBP Sinking Fund in order to allow the Council to refurbish the football hubs at the end of the 10 year contract period; (iii) super profits to the Council on a 50/50 basis on income above an amount to be paid back to the Council. This procurement is conducted by way of concession, using a bespoke Competitive Procedure with Negotiation. The Contracting Authority reserves the right to award the contract on the basis of the initial tenders without conducting negotiations.
