Tender description

Hampshire County Council invite suitably experienced providers to tender for the provision of a wholly new service to provide social care support to up to 8 people with Prader-Willi Syndrome or complex Learning Disabilities within a Supported Living Environment. Accommodation will include self-contained flat-lets with communal kitchen / dining facilities. The service will support individuals in the management of their weight, nutritional and dietary requirements, besides the physical health conditions, learning disabilities and behavioural support requirements associated with Prader-Willi Syndrome and / or complex learning disabilities. The contract term will be for 3 years, with the option at the Council's sole discretion to extend the contract for a period not exceeding four year(s) in total, in two year extension periods (2+2). The service will provide up to 525 hours of day time support per week, with additional sleep-in or waking night support where assessed as necessary. This is a procurement for a wholly new service, supporting up to 8 individuals through the provision of social care services, aimed at enabling service users to maintain their health and well-being whilst maximising their exercise of choice and control within a Supported Living environment. Service users will mainly consist of people who experience Prader-Willi Syndrome, but may include others that do not, but who have complex learning disabilities. The service will be focussed on enabling service users to experience a healthy and fulfilling life whilst providing structured support to enable them to manage their weight (where necessary promoting weight loss) and dietary nutritional intake, encouraging exercise and activity, reducing service users' risk of developing long term health conditions, encouraging service users to access the community (including through securing employment) and supporting the development of their role as active citizens. The service also aims to enable service users to live nearer their families: Enabling service users to engage with their families will be an important aspect of service delivery. The service will work to establish, maintain and promote partnership working between the service provider, service users and their families to enable families' constructive engagement with the service and their understanding of service users' needs. It is an expectation that the service provider will work to promote service users' independence and enablement including through positive risk taking and the use of assistive technology. It is an expectation that the service provider will ensure that staff working in the service are provided with the necessary training to have knowledge and understanding of Prader-Willi Syndrome (PWS) and the associated health conditions (e.g. such as Diabetes) that service users may experience. It is an expectation that the service provider will ensure staff are trained in positive behavioural support approaches, that staff understand these approaches and know how to apply them as their application will be a key feature of support delivery. The service provider will be expected to engage with organisations specialising in Prader-Willi Syndrome to maintain awareness of research developments and associated best practice in the field of care and support provision to people with Prader-Willi Syndrome. The contract will be for an initial term of 3 (three) years with an option (at the sole discretion of Hampshire County Council) to extend the contract for up to a further 4 years through two-yearly contract extensions (2+2). The service will provide up to 525 hours of day time support each week, with additional waking night and / or sleep-in support where this is assessed as necessary. The Service Provider, in accordance with the Health and Social Care Act (2008) Regulated Activities Regulations (2014), must have valid registration with the Care Quality Commission (CQC) for the function: Personal Care that can be delivered in a person's home. Tenderers will need to submit a valid certificate from CQC detailing their registered regulated activity regarding this function.
