Repair, maintenance and associated services related to roads and other equipment

Tender description

Walsall Metropolitan Borough Council (WMBC) wishes to explore options for the provision of highway maintenance and repairs, including winter service. Procurement will commence over the following months leading to an anticipated start date for the new arrangements on 1.5.2018. The total range of highway maintenance and repair works and services (both Capital and Revenue) have a current year budget of around GBP 10 000 000. In addition the delivery of aspects of the Capital Programme including Junction Improvements, Road Safety schemes and works for other departments were delivered through the existing Contract to a total value of circa GBP 2 000 000 in 2016/17. The functions being considered for inclusion are: 1. All highway maintenance functions including routine maintenance, reactive maintenance, surfacing, emergency highways response, land drainage, drainage installations, winter maintenance, road markings and High Friction Surfacing, unlit traffic signage, safety fencing repair and installation, gully emptying and maintenance, 2. Footway and carriageway construction and reconstruction; 3. Road safety measures and implementation of schemes; 4. Cycling and walking schemes and works; 5. Public Rights of Way maintenance; 6. Winter Maintenance; 7. Provision of Community and individual dropped kerb vehicular crossings; 8. Traffic management — design and delivery of works; 9. All other Capital Works Programme delivery; 10. Health and Safety Management including relevant CDM regulations and associated duties; 11. Asset Management support including surveys and returns; 12. Provision and maintenance of non lit signs and street name plates.
