Summary of the work DH requires a team to work with the internal service manager, product managers and service designer to deliver the beta phase of the Overseas Healthcare service. Expected Contract Length 30 weeks with option to extend by 12 weeks Latest start date Monday 26 June 2017 Why the Work is Being Done The Department of Health is responsible for the administration and operation of a series of processes relating to the statutory provision of healthcare under particular circumstances for UK citizens residing or visiting other EEA Member States, and for EEA citizens in the UK, and consequent financial claims and reimbursement processes. Current processes span several government departments and agencies and are supported by several IT systems, support of the main system ending in March 2018. Problem to Be Solved Currently processes are handled by different agencies; are mainly paper based, supported by outdated and disparate IT systems and spreadsheets. Collectively this can result in significant financial losses due to potential fraud and error. In addition, the early discovery has demonstrated that citizen user experience is suboptimal, not meeting government digital standards. Who Are the Users UK residents want to visit / move / go overseas for planned healthcare and receive free healthcare EEA residents want to visit / move / come to the UK for planned healthcare and receive free healthcare Claims manager needs to know if the UK is competent, so that they can correctly charge / pay a country Claims manager needs to know when situations change, so that they can properly pay / charge a country. Service Manager needs to track the service performance to inform management decision making Financial Manager needs an as-is and future predictive picture of claims and spend Work Already Done Discovery phase completed for the entire Overseas Healthcare Service (by Deloitte) which produced a series of user stories and a prioritised list of user journeys for the MVS for State Pensioners. Alpha phase (by Agilesphere) in progress to develop prototypes in Pencil and HTML based on user journeys and user research/testing, along with integration to RINA (EU package). Prioritised backlog produced for Beta. Legacy system assessed to determine data migration strategy. Existing Team The existing team consists of a Service Manager, Product Managers, Service Designer, Digital Transformation Lead and internal staff with expertise in subject areas and knowledge of user communities. Current Phase Beta Skills & Experience • Demonstrate how you will apply your skills and expertise to... • deliver digital services that meet the GDS Digital Service Standard criteria and pass GDS service assessments and how this will ensure the successful delivery of this service • assess legacy systems, develop migration strategies and migrate data to new digital services and how this will ensure the successful delivery of this service • develop prototypes (wire frames/coded prototypes/etc.) iteratively via user testing/research and how this will ensure the successful delivery of this service • develop digital services using agile methodologies and how this will ensure the successful delivery of this service • develop production ready code for private/public Beta releases from Discovery and Alpha outputs (e.g. low-fi/hi-fi prototypes) and how this will ensure the successful delivery of this service • prioritise key content and features using metrics, analytics, and user feedback and how this will ensure the successful delivery of this service • prioritise product and programme delivery using effective estimation and sizing techniques and how this will ensure the successful delivery of this service • design and build services which meet user needs, follow GDS design patterns, meet accessibility standards and how this will ensure the successful delivery of this service • use automated (testing) environments and implement continuous integration, delivery & deployment and how this will ensure the successful delivery of this service • implement 3rd party APIs and how this will ensure the successful delivery of this service Nice to Haves • Demonstrate experience of successful delivery of digital services from Discovery to Live, involving retirement of legacy services • Have experience upskilling client staff Work Location Durham House, Washington, Tyne and Wear NE38 7SF Working Arrangments Co-located with the service operations team in Washington Tyne and Wear. Suppliers must comply with DH travel and subsistence policy. There is a possibility of travel for user research purposes, which could be anywhere in the United Kingdom. (DH will meet any additional travel costs incurred away from the Washington office for the purposes of user research or attendance at other DH/DWP sites). Travel to London should be expected. Did the Alpha conclude that the RINA product could be built on a technical stack which includes Holodeck and BonitaBPM The alpha has concluded that the RINA product (which consists of Holodeck and BonitaBPM) can form part of the technical stack for the Overseas Healthcare service 3. Is there an IR35 Implication As it is outcome based, it is believed that it will be outside ir35 4. Do you have any preference for technology skillset? E.g. Java, .Net, Scala, PhP 3 The alpha has used java however we would consider proposals using alternative open source technologies 5. Can you give us access to the priorities backlog for beta? This will be shared with shortlisted suppliers 6. what is the budget At this stage we would like to engage with the market in order to understand the range available. 7. which legacy systems are to transformed as part of Beta It is the legacy overseas healthcare system which is based on an oracle stack 8. Are there any hosting requirements or would the system be hosted in your premises Cloud hosting will be utilised 9. who are the sponsors and stakeholders of this project The sponsor is the director of EU, international and public health systems in the department of health. Other stakeholders will be shared with shortlisted suppliers 10. what roles do you expect the team to consist of We expect the team to be similar to that in the government service manual. There are existing team members (see opportunity description) but most have limited digital 11. What toolset do you use for continuous integration The alpha is using Jenkins but have no specific toolset in mind for Beta 12. Which standard would you use for accessibility standards? W3C WCAG2.0 AA or W3C WCAG2.0 AAA or something else? It will be a minimum of WCAG 2.0 level AA 13.
