Tender description

Lancashire County Council have a requirement to appoint an economic operator to a Framework Agreement for the provision of English for Speakers of Other Languages (ESOL) for the Lancashire Refugee Resettlement Programme. The Initial term of the Framework Agreement is two (2) years and this maybe extended beyond the Initial Term by a further period or periods up to a maximum of two (2) years in addition to the Initial Term. Lancashire's Local Authorities have agreed to resettle up to 575 refugees under the Syrian Resettlement Programme (SRP) and the Vulnerable Children's Resettlement Scheme (VCRS) between 2016 and 2020. The Authority coordinates these programme on behalf of all Local Authorities. Most families will be arriving in July each year from 2017 to 2019, but some may arrive at other times. In addition, this Service is also expected to provide ESOL for the second year of resettlement of those arriving from July 2017, which means that, typically, learners will receive 2 years of ESOL as part of this Service The objectives of the Service, as delivered by the Service Provider, are to: — Undertake an assessment with each learner of their English language capability, to determine appropriate support arrangements through provision of English for Speakers of Other Languages (ESOL); — To ensure that resettled refugees are accessing ESOL provision within one month of arrival and for 2 years after arrival; — Provide ESOL courses to learners; — Coordinate or liaise with other organisations in each locality (e.g. third sector groups providing ‘conversational classes’) who provide English language services; — Provide advice and guidance to learners to enable them to maximise all learning opportunities in the community.
