Tender description

The British Library's Cataloguing-in-Publication Programme provides for the creation and supply of MARC 21 catalogue records of forthcoming publications in the United Kingdom and Republic of Ireland. The service provider obtains advance information from UK and Irish publishers such as prelims, dust jacket, title page, publicity and other relevant material. From this information the service provider creates records to be supplied via FTP file to the British Library on a regular (weekly) basis. The records supplied are used in the British National Bibliography (BNB) and in the Library's data supply services. The availability of CIP records alerts libraries and other bibliographic agencies to forthcoming publications so that the records may be incorporated into their database systems to support acquisitions, stock selection, cataloguing, current awareness and other requirements. The contract is expected to be awarded at the end of September 2017. From this information the service provider creates records to be supplied via FTP file to the British Library on a regular (weekly) basis. The records supplied are used in the British National Bibliography (BNB) and in the Library's metadata supply services. The availability of CIP records alerts libraries and other bibliographic agencies to forthcoming publications so that the records may be incorporated into their database systems to support acquisitions, stock selection, cataloguing, current awareness and other requirements. The successful tenderer will be expected to contribute approximately 150 000 records a year (including eBooks). Where multiple versions of a work are published simultaneously, one record is required describing printed formats, and one record describing eBook formats e.g.: a print record describing hardback and paperback editions, and an eBook record describing PDF and ePUB editions. Records should normally be supplied around 12 weeks in advance of publication of the works they describe. However, in exceptional circumstances, the British Library will accept records created up to a week in advance of publication. The File Transfer Protocol (FTP) will be used as the means of supply. Files will be put on the British Library's ftp server at regular weekly intervals according to a schedule agreed with the supplier. Standards Following this SQ, as part of the tender process (ITT Stage), suppliers will be asked to submit sample records created according to the following international standards for bibliographic data. All records should be supplied in the MARC21 format and structured according to the ISO2709 format for bibliographic data exchange. Description Descriptive cataloguing should be in accordance with RDA: Resource Description and Access: 2010 and including subsequent updates (online) http://www.rdatoolkit.org/Subjects and Name Authorities Records should all be classified according to the Dewey Decimal Classification 23rd edition and contain Library of Congress Subject Headings. Name headings should conform to those used in the Name Authority Cooperative Program (NACO). Record Amendments The only updates required are cancellations of titles and any changes either to the title proper, the projected publication date or the ISBN. Amended records should be formatted according to the MARC 21 specification and include the appropriate ‘changed record’ status code. The contract is expected to be awarded at the end of September 2017. It will be awarded for an initial period of 2 years beginning on 1.4.2018, with the option of renewal for 3 further 1-year periods, up to a maximum of 5 years. Under the Terms and Conditions of the Contract, the electronic records supplied become the property of the British Library and may be used, without restriction or further payment, in a range of products and services. The first data import under the contract will be accepted in April 2018. The successful supplier must demonstrate an appropriate skill set, proven track record of service delivery and provide excellent value for money.
