Soft Market Testing for Fleet Management Services

North Lincolnshire Council is undertaking a soft market testing exercise to help it determine the best way forward to deliver it’s Fleet Management, Driver Training & Vehicle Engineering functions and improve value for money. The council is developing a continuous improvement plan to build on its existing strong base of service delivery. As part of this process it is interested in entering into dialogue with market specialists to explore, but not limited to: • Fleet Management: o Provision of vehicles & plant equipment. o Legal compliance. • Driver & Operator Training. o Licence acquisition (Cat B+E, Cat C). o Driver certificate of professional competence training (DCPC). o Safe And Fuel Efficient Driver training (SAFED). • Vehicle Engineering. o Inspection servicing and repairs. o Taxi & private hire vehicle mechanical & roadworthiness inspections. o Provision of an independent Class IV, V(L), VII DVSA mot test facility The process will provide external perspectives, advice and challenge to enable the council to better understand and assess relevant market interest and capability for supporting these improvement themes. It will also help the council to determine appropriate methods for supporting and enhancing delivery of fleet management services.
