Tender description

Surrey County Council (SCC) has identified an opportunity as part of its investment into optimising its property portfolio to improve delivery of its early years and childcare provision. The Council has identified a building which it wishes to convert from a former Adult Education Centre into an early years facility . Elm Grove, Walton-on-Thames was originally built as a Fire Station, but was used as an Adult Education Centre until 2013. It was vacant from 1 November 2014. The building is a two-storey building of 205.13m² GIA and in reasonable repair. There are currently no planned maintenance works and the water, heating and electrical services are available/not available (n/k). The purpose of this contract is split into two Stages: Stage One - to prepare a design fit for the purpose now required for the building and to facilitate any statutory permissions, such as Change of Use and Building Control. Stage Two - to support Surrey County Council in procuring a suitable organisation to carry out the renovation works and to project manage the delivery of that renovation through to completion. Completion of the renovation is required before August 2017. All work to be carried out in line with legal requirements and best trade practice, in line with RIBA Plan of Work 2013 and CDM Regulations 2015 (where applicable).
