Front End Developer (Java) for NOMS Digital Studio

Summary of the work We are looking for strong web oriented front-end developers - ideally with Java experience, to join multi disciplinary agile delivery teams, working alongside Java developers to create first class digital public services. Specialist role Developer Expected Contract Length SOW001 dated to 30/06/2017. Subsequent SOWs set at 3 months duration, up to 24 months maximum. Latest start date 30/01/2017 Maximum Day Rate TBC during evaluation Who Speclialist Work With You will be part of a cross disciplinary team consisting of delivery manager, product manager, user researcher, UX designer, content designer, technical architect and developers. What Specialists Work On As a developer within NOMS Digital Studio you will have strong skills in web development and be willing to work within multidisciplinary agile teams of developers, designers and researchers focused on one or more projects. You will provide technical leadership, working closely with delivery managers and the wider team to ensure high quality code is delivered in line with the project goals and delivery cycles. We expect you to be familiar with modern frameworks and languages, as well as working practices such as TDD, continuous integration, continuous delivery and DevOps. Skills & Experience • Experience building user facing web applications and detailed knowledge of Javascript, CSS and modern frontend frameworks, libraries and methodologies. • Outstanding ability to develop efficient, highly optimised and clear code • Understanding of TDD and BDD and experience of automated testing approaches to web services • Experience working with UI and UX designers and translating designs to production code • An ability to communicate technical concepts to a non-technical audience • Experience working on technical projects within a team • Working knowledge of unix-like operating systems such as Linux and/or Mac OS X • Knowledge of the git version control system • Ability to quickly research and learn new programming tools and techniques Nice to Haves • Mentor and train other developers in a non-line management capacity • Act as a “frontend lead” on complex projects, providing support for product and delivery management and pragmatically weighing the complexities involved against the need to act • Experience mentoring or helping colleagues optimise their code • Knowledge of relational and non-relational database systems • System administration and configuration management skills • Experience presenting work at user groups and conferences • Experience of building and scaling high-traffic websites • Experience of prototyping and working closely with end users to iterate a product • Experience of designing and consuming REST APIs Work Location Greenfield House 32 Scotland St Sheffield S3 7DQ Working Arrangments The role is Sheffield based, but there may be travel involved to other regions of the country including London. There is a £5000 limit on travel expenses: expenses will only be covered for meetings outside of Sheffield. Travel between Sheffield and the supplier’s location will not be covered. Shortlist interviews date TBC. 2. we have submitted number of responses and been shortlisted as well.. however after shortlisting and subsequent interviews, there has been no contact!!! could you please clarify if that is the precedent you are setting..... it does not reflect well on us as a supplier and leaves candidate in awkward situation for no apparent reason.. some clarity would be appreciated as there is no response to our emails... I apologise for this - DOS is a new process for us here at MoJ/NOMS, and we're only just finding our feet. Coupled with the urgency of resourcing the Studio and the non-stop and simultaneous publishing of different roles, we've admittedly struggled in terms of time and resource to get feedback to Suppliers. Until now, no one working on this has been a dedicated resource. We note that, again, you are stating that the maximum day rate will be clarified during the evaluation phase. Given that contract candidates have pre-agreed rates, and that you will be seeking interviews onsite, please can you advise maximum rate, to ensure that suppliers are putting forward the correct level of candidates for your roles? It is not mandatory for us to publish our budget range, and we do not wish to do so. The hope is that candidates will be put forward at rates that truly reflect their technical experience and attitude, not at rates that are put forward in response to a figure published by us. We haven't had any issues with this approach with previous roles - we've found candidates with lower rates than we expected, as well as some above our original budget that are worth a little extra spend. We hope this doesn't prevent any possible applications. Thanks! 4. Security clearance: Is the buyer willing to consider applicants who to not currently possess the required clearance, but are willing to undergo the clearance process if selected? Yes, we are, but please do let us know when submitting a candidate without clearance so we know in advance. 5.
