Tender description

This is a Prior Information Notice (PIN) Only. Publication and Call for Competition will be conducted once scope of work is fully defined and approved. No tender document will be available at this stage. The Good Governance Fund (Department for International Development and Foreign and Commonwealth Office) seeks a multidisciplinary team to provide monitoring and evaluation services. This is an exciting opportunity to develop a design/methodology to support the adaptive programming approach through monitoring of the fund and provide a midline and endline evaluation of the fund. The Good Governance Fund (GGF) is a responsive, adaptive, demand-led fund, largely focused on the provision of technical assistance in support of governance and economic reform in Ukraine, Georgia, Moldova, Serbia and Bosnia and Herzegovina (BiH). Specific areas the fund supports include: anti-corruption measures, improving the business environment, judicial reform, key sector reforms (e.g. banking and energy), strengthening the rule of law and supporting an independent media. These interventions will support states to become more resilient to external and internal shocks, both political and economic, and support poverty reduction, growth and stability. The GGF is designed as a flexible programme that will adapt to the changing operating contexts and experience and understanding gained during implementation within the five countries, whilst ensuring that risk is spread appropriately. The GGF portfolio therefore comprises short-term technical assistance projects in reform areas where GGF support is likely to unlock wider resource or commitment to reform. Other parts of the portfolio are less adaptive and consist of longer-term programmes in reform areas where there is clear traction and greater clarity around long-term results. Over the course of the GGF (2015-2021) programming within countries' portfolios will narrow its focus to focus on reform areas where GGF is adding most value (in particular where GGF support is effectively unlocking wider resource and political commitment). At the same time, the GGF plans to maintain its unique offer of providing the responsive, demand-led, short-term technical assistance. To support biannual reviews of the country-level theories of change/learning workshops and overall monitoring of the portfolio, an external Monitoring and Evaluation (M&E) provider will be contracted to support: (i) tracking of progress towards achieving outcomes (including leveraging wider resource and political commitment to reform areas, and influencing government and donor policy), (ii) monitoring changes in the context, assumptions, risks, constraints and opportunities, (iii) the GGF to identify and use this evidence and learning to inform decision making, (iv) to test the overall GGF theory of change and the key hypotheses within this with midline and endline evaluations. As the team requires significant experience in the design and implementation of high-quality M&E systems, the development of innovative, robust methods, strong thematic and contextual understanding as well as an ability to conduct to high-quality research in the 5 target countries, it may be appropriate for suppliers to form consortia to bid for this contract.
