Summary of the work Confirm business needs for spatial asset data and existing dependencies. Identify the issues of adopting linear referencing and the implications for data management. Who Speclialist Work With You will work with business analysts as part of an established programme. What Specialists Work On 1. Confirm business needs for spatial asset data and existing dependencies. 2. Identify the issues associated with using linear referencing as a basis for defence data. 3. Assess the impact on existing dependencies. 4. Assess the longer-term implications for data management. 5. Estimate the costs of implementation and the longer-term costs and benefits. 6. Identify the business risks. Skills & Experience • GIS software implementation and spatial data formats • Implementing data management policies • Establishing the impacts of data structures of business needs • Wide knowledge of data related issues, including spatial and non-spatial data • Asset management in the environmental sector Nice to Haves • Experience of spatial data solutions in the public sector • Experience of spatial data solutions in the utilities and/or infrastructure sectors Work Location Bristol (BS1) with some visits to central London (SW1P). Working Arrangments Bristol/Reading 2 days a week minimum. Some remote working. Need to work effectively with a dispersed project team. Security Clearance None needed. Will this be a 5 day a week working role? Given the work to be done it probably will be a 5 day/week role. However, a supplier with directly relevant experience may be able to complete the work in less time. 2. By when is this work required to complete? End of March 2017 3. Are the business teams ready to engage with the consultant? The business teams will be ready to engage 2 weeks after the advertised start date which will give the consultant a couple of weeks for familiarisation. 4. Please confirm the location and duration of the work. The work will finish by the end of March. The locations are indicative for the purposes of pricing the work, exact details will be determined in discussion with the specialist to suit. 5. Is there a maximum number of candidates the EA would consider? Please take a close look at the specification and submit details for qualified specialists. 6. Does the £600/day include expenses? Reasonable expenses are over and above the quoted day rate, e.g. train fares. 7. Will the contract extend beyond the end of March? Time and budget are limited so the work will end by the end of March. 8. What is the final output? The final output will be a report which will be used to support decision making about the strategy for asset data. 9. Is the EA looking for a proof of concept as part of the work? A proof of concept is not expected, the focus is on establishing the costs and benefits of moving to a linear referenced defence dataset. 10. How far should the report go in terms of wider EA systems? The focus is on raised defence data, establishing the costs and benefits of moving to an linear approach, e.g. one-off and ongoing costs. 11. What interaction is envisaged with wider EA staff? There will be a need for some interaction which will be arranged by the EA to start in about the third week of the contract. 12. What will the specialist be doing for the first two weeks of the contract? The first two weeks are expected to be a familiarisation process for the specialist in terms of data, processes and key people. 13. Will the specialist have an EA login? A secure login isn't planned. It is expected relevant information will be identified by the specialist in conjunction with the EA and copies provided as needed.
