Tender description
EleQtra is looking to engage the services of a qualified and experienced environmental and social consulting firm to complete a Scoping Study, Environmental and Social Impact Assessment and to provide assistance with the financing of 50MW Wind Power Project in Ghana. Further details can be found in the Invitation to Tender. EleQtra wishes to procure a consulting firm (the ‘Consultant’) to undertake a comprehensive Environment and Social Impact Assessment (‘ESIA’). In order to evaluate possible environmental and social impacts and to establish a comprehensive management plan to manage and mitigate the identified impacts, the Services to be provided by the Consultant will be carried out over three phases, as follows: Phase 1: Project Scoping Undertake an environmental and social scoping study of the Project and draft the Environment and Social Scoping Report and the associated ESIA Terms of Reference (ESIA-TOR). The purpose of scoping is to identify the main potential adverse and beneficial impacts associated with the Project that will be assessed in more detail during Phase 2. Commence stakeholder engagement and develop an initial Stakeholder Engagement Plan (‘SEP’) for the Project. Identify the main potential constraints on the Project foot print and develop a constraints map, analysis of which will feed into the technical studies undertaken to define the project footprint to be assessed at Phase 2. The work beyond Phase 1 shall only proceed after acceptance of the Scoping Report and ESIA-TOR by the Environmental Protection Agency of Ghana (the ‘EPA’). Phase 2: Environment and Social Impact Assessment Undertake a comprehensive ESIA of the Project based on the approved ESIA-TOR in compliance with: — All relevant Ghanaian Laws including the Environmental Protection Agency Act 1994, Act 490 and Ghana Environmental Assessment Regulations 1999; — The 2012 IFC Performance Standards on Social & Environmental Sustainability; — The World Bank Group Environmental, Health, and Safety General Guidelines (April 2007a); — The World Bank Group Environmental, Health, and Safety Guidelines for Wind Energy (August 2015); — The World Bank Group Environmental, Health, and Safety Guidelines for Transmission Line (if relevant); and — The Overseas Private Investment Corporation Environmental Guidance Renewable Energy — Wind Projects (January 2012); — Stakeholder Engagement Standard AA1000(SES). The ESIA will include a Non-Technical Summary, a characterisation of the environmental and social baseline and a comprehensive assessment of Project impacts, an Environmental and Social Management and Monitoring Plan (‘ESMMP’), a Land Acquisition and Compensation Plan (‘LACP’) and a final SEP. Phase 3: provide assistance with Financing. Assist in answering due diligence questions related to environmental and social issues, from potential investors/lenders in the Project. This is a post-ESIA activity and bidders are requested to submit hourly rates for identified staff for this Phase. Procurement of these services will be carried out on a needs basis. The above Services shall be procured together but may called down in sequence. The Consultant shall not commence work on any Phase of work until instructed to do so by eleQtra. In the event that a request to proceed to Phase 2 or 3, as the case may be, is not issued by eleQtra, work shall not commence on Phase 2 or 3, and eleQtra accepts no liability whatsoever for Services rendered or costs otherwise incurred beyond Phase 1, or Phase 2 as the case may be.
