Tender description
Procurement of a Joint Venture Partner to undertake the redevelopment of the site known as Stockwell Gate North, comprising the former bus station. MDC propose to select their preferred partner for the proposed redevelopment of the Stockwell Gate North site through a procurement process that, whilst designed to be in compliance with the procurement provisions of the European Union, is flexible and does not impose undue burdens on prospective partners. The proposed procurement process is described below: — Phase 1 — Marketing and Initial Proposals Colliers International are responsible for marketing the site on behalf of MDC. This will comprise issuing a detailed brochure describing the opportunity and giving all interested parties access to an online data room that provides all available additional data relating to the site. The team from Colliers International will be available throughout the marketing phase to discuss the opportunity with interested parties and provide them with any additional information that is required and answer their questions. After a suitable marketing period, Colliers International will notify all interested parties that initial submissions must be submitted by a set date. The required specification of these submissions will be confirmed within the Dataroom. These initial submissions will be reviewed by the Assessment Panel. Their recommendation to the Cabinet of MDC will recommend the appointment of three or four shortlisted parties to proceed to Phase 2. — Phase 2 — Competitive Dialogue and Final Submission The three or four shortlisted parties will be invited to enter into a competitive dialogue process with MDC. This process is designed to give all parties the opportunity on a consistent and fair basis to enter into a dialogue with MDC and their advisers relating to their submission for the SGN site. The first step of the competitive dialogue process will be to invite the shortlisted parties to an interview / discussion with the Assessment Panel and other relevant officers of MDC. This interactive forum will give all parties the opportunity to discuss and explore the submission in detail. A set period will then be specified by Colliers International for a continuing competitive dialogue process between the shortlisted parties and the Council and their advisers, during which the shortlisted developers will have the opportunity to refine and finalise their proposals. This process will result in an opportunity for the development partners to have a further formal meeting / interview with the Assessment Panel to discuss their proposed submission and to answer any final questions. Colliers International will then confirm to the parties that the competitive dialogue process has come to an end and will request that the shortlisted parties make their final submissions to the Council on a set date based upon the agreed submission specification. The Assessment Panel will then review the final submissions and will make a recommendation to MDC's Cabinet for the appointment of a preferred development partner. — Phase 3 — Legal Process Once a preferred development partner has been selected, the respective legal teams will work to enter into a development agreement as soon as practically possible.
