Specialist role Business analyst Expected Contract Length Work to be completed by end of Mar 2017. Latest start date 06/02/2017 Maximum Day Rate Maximum day rate £600 (excludes expenses). Early Market Engagement Limited early market engagement carried out to confirm and refine the scope of work. Who Speclialist Work With You will work with business analysts and architects as part of an established programme. What Specialists Work On Working with flood and coastal risk asset data. 1. Review business needs for asset data 2. Identify performance issues with 'AIMS Inventory' (the main repository for asset data) 3. Set out the main options for future development of 'AIMS Inventory' 4. Develop conceptual data flow maps for AM data 5. Prepare a high-level data architecture to support the AM Strategy Skills & Experience • Documenting business requirements • Establishing a line-of-sight between corporate outcomes and data • Using enterprise architect software for data mapping • Maintaining, updating and quality assuring data flow maps • Wide knowledge of data related issues, including spatial and non-spatial data • Asset management in the environmental sector Nice to Haves • Experience of data solutions in the public sector • Asset management in the utilities and/or infrastructure sectors Work Location Bristol (BS1) some visits to central London (SW1P). Working Arrangments Bristol/Reading 2 days a week minimum. Some remote working. Need to work effectively with a dispersed project team. Security Clearance None needed. No. of Specialists to Evaluate 4 Cultural Fit Criteria • Work as part of a wider team • Be transparent and collaborative when making decisions • Take responsibility for their work • Be comfortable standing up for their discipline • Be comfortable working with clients with low technical expertise Evaluation Weighting Technical competence 40% Cultural fit 10% Price 50% Questions from Suppliers 1. Will this be a 5 day a week working role? Given the work to be done it probably will be a 5 day/week role. However, a supplier with directly relevant experience may be able to complete the work in less time. 2. By when is this work required to complete? End of March 2017 3. Are the business teams ready to engage with the consultant? The business teams will be ready to engage 2 weeks after the advertised start date which will give the consultant a couple of weeks for familiarisation. 4. Does the specification refer to a specific package for enterprise architect software? It refers to Sparks enterprise software package, the EA standard. Suppliers can use other packages provide the outputs can be read into the EA standard. 5. Will there be any contact with EA Areas? The main contact will be with national teams with some limited Area contact which will be arranged by the EA. 6. Is the EA interested in a team approach from the supplier to take advantage of a wider skill set? The basis for the bid is a single specialist which will be used to compile the short-list.
