Tender description

De Stafford School is seeking the right partner to manage it's dual use leisure facilities offering a specified programme of use by the School and community. The School wishes to seek an external provider with a new contract starting on 4.1.2018. The expectation is for a 15 year contract, possibly with extensions, on a leasehold basis. The ambition is to facilitate the provision of leisure and physical services and activities which contribute to the School student's experience and wellbeing, enhances the school through attracting and engaging with the local community through increased use of the facility. A service which contributes to the health and well being of the local community and to the delivery of wider social outcomes, a financially sustainable service with strong partnership working and robust management of school assets. The School is seeking a management operator for it's sports centre which includes swimming, fitness and other dry side facilities. The operator shall be responsible for full maintenance and repair of the facilities including lifecycle replacement of all equipment and assets when they reach the end of their economic life. The School intends to make funds available for the development of a new full-size 3G Artificial Turf Pitch (ATP) for use by the School and Community in accordance with the Services Specification. This new facility is intended to provide valuable, year-round outdoor pitch space for the School and to help make the Sports Centre more financially sustainable through the additional income generated by Community use. The contract requires the operator to deliver the School's Priority Outcomes which are: — A service which supports the PE curriculum and makes a difference to students' experience and attainment. — A service which enhances the reputation of the School through attracting and engaging with the local community through increased use of the facility. — A service which contributes to the health and wellbeing of the local community and to the delivery of wider social outcomes. — A financially sustainable service which provides high quality sport and leisure facilities and programmes for the School and the local community. — Strong partnership working with the School and other key stakeholders to provide opportunities for the training and development of students. — Robust management of the School's assets using effective systems of maintenance, repair and lifecycle replacement. The School is seeking to establish a partnership philosophy with an operator based on the following principles: — Mutual respect. — A shared vision and operational philosophy. — A shared commitment to increasing participation in Sport and Physical Activity by students, staff and the community. — Proactive collaboration and cooperation. — A cross-campus approach to community engagement. — Development of advocates for de Stafford School through discounted prices and active engagement with students, their families and staff. — A flexible approach to the use of space by both parties outside of specified School and Community Use hours. — Effective and regular communication and reporting. — A proactive approach to identifying new opportunities to develop or enhance the service.
