Tender description

Proposed 5 Year Contract for the manufacture and supply of the Operational Travel Bag (NSN 8465-99-421-5710), to include options for Black Army Daysacks (8465-99-131-6017) and 30L RAF Daysacks (8465-99-5730-970). This will be an restricted competition. Evidence of managing volumes and delivery schedules of similar magnitude are expected to be provided at the PQQ stage. It is currently expected that samples of items will be required for technical assessment. The Authority intends to run a competition following the PCR (2015) restricted procedure for a proposed Firm Quantity Contract for the manufacture and supply of an estimated 36,000 Operational Travel Bags(NSN 8465-99-421-5710)per year, for a 5 year period. Orders for 36,000 will be placed on an annual basis for delivery of 9,000 Operational Travel Bags per quarter, with a minimum required delivery rate of 3,000 per month (subject to confirmation of required delivery schedule). The Contract will also include Options for additional banded quantities for the delivery of up to an additional 5,000 Operational Travel Bags per year. The contract will potentially include Banded Quantity Options for the purchase of up to 20,000 30L Black Army Daysacks (8465-99-131-6017) and 3,000 30L RAF Daysacks (8465-99-5730-970) per year, from 2018. These options are subject to a current requirements audit and inclusion in the competition will be confirmed in the contract notice.
