Tender description

This OJEU Notice relates to a procurement which is being conducted under the Utilities Contracts Regulations 2016, using the Negotiated Procedure with prior call for competition. Docklands Light Railway Limited (DLRL) is seeking to let two contracts (as one lot) for the design, assurance, manufacture, testing, commissioning and entry into revenue service of a new fleet of up to 77 new fixed formation electric multiple unit trains for operating on 750v DC third rail on the Docklands Light Railway infrastructure together with technical support and spares supply services for a period of up to 35 years. The initial requirement is for 43 new trains with the first 3 trains currently planned for delivery for final acceptance testing by June 2021 thereafter entering revenue service from June 2022. The remaining trains within the initial requirement are anticipated to be delivered from July 2022, with the 43rd train entering revenue service no later than June 2024. In addition to the initial requirement, the contract for manufacture of the new trains will include options to purchase up to 34 additional trains. The new trains will be required to have a design life of at least 35 years, be designed with wide open gangways and a train length of between 86.4m and 88m and to be capable of automatic operation using existing proprietary digital signaling technology.
