Summary of the work To work with the IT Borders Director to implement appropriate Delivery Programme Governance supported by professional programme controls and measures, accompanied by appropriate tool kits to execute the role successfully. Specialist role Portfolio manager Expected Contract Length 24 months with 30 days notice period at any time Latest start date Monday 10 July 2017 Maximum Day Rate £800 per day Early Market Engagement It is not felt necessary to carry any pre-engagement activity. Who Speclialist Work With Day to day the specialist will work with the IT Borders Director an existing team of other specialists to bridge the gap between the delivery teams and PMO ensuring there is effective control, governance and resource assignment planning in line with business demand pipeline and investment available. Undertake periodic evaluation of the programme through health checks, quality compliance and governance adherence to the delivery lifecycle stage gate criteria. Chair, direct and plan stage gate reviews, programme reviews and facilitate the collaberation between delivery and servcie to ensure a smooth and efficient transition of new services into BAU. What Specialists Work On The Specialist will be the point of accountability to work with the IT Borders Director to define and implement appropriate structured programme governance, reporting and resources to deliver a multiple million pound complex programme. Provide support to the Delivery Directors and Programme Managers applying best practice project control measures for progress reporting, scheduling, forecast to complete, variance identification, CPA, EV, resource management and opportunities for improvement. Skills & Experience • An experienced Senior Programme Controls Manager who can demonstrate expertise in complex programme governance, reporting and control measures across a large and multifacitated programme to ensure programme quality and compliance • Highly proficient IT skills in Word, Excel, PowerPoint, and MS project • Strong written, oral an interpersonal skills are essential. • Evidence of creating and managing the toolkit to identify projects for review, support or improvement based on performance information • Experience of applying a governance and quality assurance framework across the programme enabling confident decision making and consistent high standards of delivery • Demonstrate creative thinking and ability to think through problems to find appropriate solutions. • Advanced organisational skills and close attention to detail to ensure communication is clear, concise, consistent and accurate • Experience of benefits and dependency mapping, risk management and resource planning • Min 5 years experience within a public organisation Nice to Haves • Designed and implemented a resource management capability • A highly developed understanding of government organisations, and how to operate and communicate at the varying levels of management • Will have a background in Technology with proven success in a complex portfolio of programmes Work Location Home Office Estate (London) Working Arrangments Onsite Security Clearance To access the Home Office building at 2 Marsham Street SC clearance is required. These roles are likely to be considered within the scope of the Intermediaries legislation. Availability to start is a key criteria within the process. 2. Can a candidate without SC Clearance apply? Will the Home Office sponsor the SC Clearance? The role states that SC will be required. Is it advisable for a candidate to have SC prior to applying or would the Home Office be willing to accept a suitable candidate without SC and then put them through the clearance process? Candidates may be working towards obtaining this level of clearance, but candidates are required to have this in place by the latest start date of 10/07/17. If the candidate has Security Clearance level already progressing through the application process, in this instance BPSS would be acceptable by the Home Office at the application stage. 4. Can a candidate with DV clearance be considered for this role ? Those Travel and Subsistence expenses that apply will be payable in addition to the day rate. 8. What is the lead time for feedback once the application is submitted? The Home Office is aiming to conclude the evaluation stage of the process by mid June. 9. Is occasional remote working allowed? Specialists will work primarily on-site with teams as required and report to management on site. Only approved IT facilities and equipment may be used and off-site or home working may be required at times subject to line management review and agreement. Specialists are expected to work across the multiple sites as required. 10. Will the day rate be excluding VAT or including VAT ? All day rates quoted will be exclusive of VAT. 11.
