Summary of the work To work with the IT Borders Director to implement an IT Business Change and Engagement Model supported by appropriate organisation refinements, process improvements and IT communications strategy and develop appropriate toolkits to execute the role successfully. Specialist role Portfolio manager Expected Contract Length 24 months with 30 days notice period at any time Latest start date Monday 10 July 2017 Maximum Day Rate £1000 per day Early Market Engagement It is not felt necessary to carry any pre-engagement activity. Who Speclialist Work With Day to day the specialist will work with the IT Borders Director and existing team of other specialists including product managers, programme managers. They will be expected to work with Buiness Director and other critical stakeholders in order to provide visibility of the overall programme IT Business Change, and Communications. This will include working with the DSAB Delivery Director to shape and refine the DSAB programme structure and improve methods of work across the programme delivery capability. What Specialists Work On The Specialist will be the single point of accountability to create an IT Business Change and Engagement model that will enable collaborative working with our business partners. The individual is responsible for transcending the voice of the programme via appropriate media within the Home Office. The ability to undertake crisis planning, response and messaging for the delivery of complex products/services that are being delivered by the IT Borders portfolio will be essential to mitigate highly technical or political risks. Create a communication strategy with a unique tone to articulate in business language that is sensitive to all parties/audience need. Skills & Experience • An experienced Senior IT Programme Controls Engagement Manager who can demonstrate expertise in complex portfolio communications and engagement with business partners across a large and multifacitated programme • Experience of CEO and Board level communications • Strong written, oral an interpersonal skills are essential. • Strategic thinking skills and strong understanding of complex stakeholder management and communication channels • Devise a crisis communication policies, procedures and handling of written/verbal communications in the event of a crisis • Demonstrate creative thinking and ability to think through problems to find appropriate solutions. • Advanced organisational skills and close attention to detail to ensure communication is clear, concise, consistent and accurate • Create and execute an IT Borders communications strategy across all appropriate internal channels i.e. home office social media • Min 5 years experience Nice to Haves • Programme Office Transformation including process improvements • A highly developed understanding of government organisations, and how to operate and communicate at the varying levels of management • Will have a background in Technology with proven success in a complex programmes Work Location Home Office Estate (London) Working Arrangments Onsite Security Clearance To access the Home Office building at 2 Marsham Street SC clearance is required. Would you please confirm if this role has been assessed as falling within or without of IR35 legislation or subject to 'off pay-role working'? Requirements for both the Programme Control Manager roles as advertised are deemed to be within the scope of IR35. These roles are likely to be considered within the scope of the Intermediaries legislation. Availability to start is a key criteria within the process. 2. Can a candidate without SC Clearance apply? Will the Home Office sponsor the SC Clearance? The role states that SC will be required. Is it advisable for a candidate to have SC prior to applying or would the Home Office be willing to accept a suitable candidate without SC and then put them through the clearance process? The advert refers to Security Clearance being required. Candidates may be working towards obtaining this level of clearance, but candidates are required to have this in place by the latest start date of 10/07/17. The Home Office may support the candidate with this process upon appointment, but this must be in place by employment commencement. 3. Security Clearance - is BPSS acceptable at application stage? If the candidate has Security Clearance level already progressing through the application process, in this instance BPSS would be acceptable by the Home Office at the application stage. 4. Can a candidate with DV clearance be considered for this role ? Candidates with DV Clearance will have already undergone Security Clearance level checks and will therefore be considered as part of this process. 5. Is the 300 words per question or in total? The adverts request up to 300 words against each of the 9 essential skills and the 3 nice-to-have skills, should we state on the portal something like “comply – please see pdf document” for each one? Specialists will work primarily on-site with teams as required and report to management on site. Specialists are expected to work across the multiple sites as required. Expenses will conform to HO internal policies and will not be payable to Westminster, Croydon, or Heathrow. Those Travel and Subsistence expenses that apply will be payable in addition to the day rate. 8. What is the lead time for feedback once the application is submitted? The Home Office is aiming to conclude the evaluation stage of the process by mid June. 9. Is occasional remote working allowed? Specialists will work primarily on-site with teams as required and report to management on site. Only approved IT facilities and equipment may be used and off-site or home working may be required at times subject to line management review and agreement. Specialists are expected to work across the multiple sites as required. 10. Will the day rate be excluding VAT or including VAT ? All day rates quoted will be exclusive of VAT. 11.
