Summary of the work To create clear, pragmatic, manageable plans within a Portfolio of Digital IT Programmes. To build teams to define, design, deliver and run digital technology projects using appropriate project management methodologies. To Identify warning signs and provide decisive responses to significant delivery challenges. Expected Contract Length Up to 6 months or completion of the services. Latest start date Tuesday 6 June 2017 Why the Work is Being Done There are a number Digital IT programmes running within the Organisation. We require senior level Project management support with scoping work, planning, delivery, commercial and financial issues. Problem to Be Solved Key users are Highways England Finance Directorate, ITD Directorate, Highways England Executive, third party suppliers and the Department of Transport Who Are the Users Key users are Highways England Finance Directorate, ITD Directorate, Highways England Executive, third party suppliers and the Department of Transport. Existing Team Key stakeholders within Highways England Finance Directorate, ITD Directorate, Highways England Executive, third party suppliers and the Department of Transport. The IT programmes are resourced by a range of specialist resources; civil servants, contractors and interims. Current Phase Not applicable Skills & Experience • A CCAB qualified accountant with extensive experience of managing IT programmes using agile project management methods and appropriate scope management • Demonstrate understanding of delivering digital services/ products to the Government Digital Service standard and delivery issues • Demonstrate experience of successful delivery of complex IT projects over time and with a clear approach to resolution of issues and risk mitigation • Demonstrate experience and in-depth knowledge of Government Road Investment Strategy (RIS). • Demonstrate experience and in-depth knowledge of understanding complex contractual arrangements. Nice to Haves • Experience in Roads investment Strategy (RIS) and Strategic Road Network (SRN) Infrastructure requirements and business processes, issues and solutions • Previous successful experience delivering financial and digital services within Government • Demonstrate understanding of technical architecture, agile delivery, IT reusable services and technical design patterns • Accreditation to recognised industry standards in project and programme management (Prince 2, MSP Practitioner, MAPM or equivalent) • Understanding of Service Delivery to ITIL standards • Experience of challenging and removing unnecessary barriers to service delivery • Provide demonstrable experience of creating and assuring end to end plans, mapping out dependences and work breakdown structures • Experience of managing expectations and reporting to a wide range of internal departmental and cross Government stakeholders including those at a senior level Work Location The Specialist is required to work at any Highways England Office premises and other third party locations as necessary. Working Arrangments Specialists will work on-site or off-site with teams as required and report to management on site. Only approved IT facilities and equipment may be used and off-site or home working may be required at times. Specialists are expected to work across the multiple sites as required. Expenses will conform to HE internal policies and will not be payable to Birmingham sites. 'The specific outcomes of the role will require an experienced accountant as some of the IT projects have a strong link to accounting. An experienced professional accountant with a proven track record in the financial control environment, accountability and governance is essential.' 2. Can you confirm that a CCAB qualified accountant is required/essential for the Project Manager role? A CCAB qualified accountant is essential for the role. 3. Is there an incumbent specialist currently on-site who is leaving or their contract is ending? No - this is a new assignment. There is no person covering this role. 4. Given there is very specific experience required "Demonstrate experience and in-depth knowledge of Government Road Investment Strategy (RIS)." are we right to assume that saying 'no' to the first set of questions will disqualify us? Yes. We can exclude any supplier that answers ‘no’ to the ‘essential skills and experience’ section.
