Tender description

Who Speclialist Work With The Specialist Company will be required to work with the Authority and other Suppliers to ensure coherent delivery of the services. The Specialist Company must have the necessary office facilities to support their own off-site working. It is anticipated that the Specialist Company will agree with the Authority to spend varying degrees of time located at the Authority’s site for face-to-face meetings and to carry out work of a security sensitive nature. What Specialists Work On Accountable for development of innovation business strategy, including research, technology horizon scanning, competitor analysis and innovation thought leadership; (30%) Identification of new innovation opportunities to drive improvements and efficiencies within the organisation; (20%) Championing the support and incubation of innovation and services development at all levels within organisation; (20%) Supporting directors and senior management to generate new capability incorporating innovative products and services; (10%) Building and maintaining links with relevant innovation business partners and stakeholders outside of the organisation; (10%) Develop and embed a collaborative culture of innovation and continuous improvement, making sure innovators are recognised for their ideas; (10%) Where the Work Takes Place Army Headquarters, Andover, Hampshire, SP11 8HJ The place of delivery of the contract shall be at such location as agreed between the Specialist and the Authority. Subject to the incumbent being contactable and providing the required outputs, remote working is a flexible element, an ad-hoc arrangement dependent upon work (eg. Outputs, meetings, stand-ups) requirements at the time. Working from home or from another MOD site is permissible, to be arranged at the time. Early Market Engagement Working Arrangements The Specialist company shall use its own initiative as to the manner in which services are to be delivered; for the avoidance of doubt, the Specialist Company shall not be supervised, directed or controlled regarding how the services are delivered. The Specialist Company shall use its own equipment where security requirements permit. The Specialist Company is expected to provide the services on such hours/days as required to meet any deadlines, as agreed between the Specialist Company and the Authority. The Specialist Company shall provide the necessary resources to support the Services which shall include one or more specialists. Additional T&Cs These MOD DEFCONs form part of this Call Off Contract: 5J (Edn 18/11/16) Unique Identifiers 76 (Edn 12/06) Suppliers on site 129J (Edn 18/11/16) The use of Electronic business Delivery Form 516 (Edn 04/12) Equality 520 (Edn 18/11/16) Corrupt gifts and payments of commission 522 (Edn 18/11/16) Payment and Recovery of Sums Due 531 (Edn 11/14) Disclosure of Information 534 (Edn 18/11/16) Subcontracting and Prompt Payment 566 (Edn 07/14) Change of control Supplier 642 (Edn 06/14) Progress meetings The following DEFFORMS will be used for the contract: 111 Appendix - Addresses And Other Information 10 Acceptance Of Offer Of Contract Skills & Experience Proven track record of briefing senior executives focusing on innovative solutions and services that could contribute to business and strategic development; Proven track record of delivering innovation projects to stakeholders; Ability to collate system requirements to produce full specification, detail options available and produce recommendations incorporating costs, benefits, resources and risks; Excellent analytical skills with the ability to analyse and compare complex technical options drawing on expert knowledge across a wide range of IT disciplines including competitor analysis; Proven track record of highlighting new and emerging technologies through delivery of innovation projects; Demonstrate experience in delivering technical solutions and services across wide range of infrastructures;Demonstrate security information assurance and compliance experience in complex infrastructure environments Proven ability to generate a culture of innovation and continuous improvement within an organisation; Demonstrate proven experience in ITIL service management best practices; Ability to lead, influence and implement strategic policies and direction; Sound technical knowledge and understanding of emerging technologies and innovation in the private and public sectors; Proven track record of combining services to develop new and innovative capability exploitable to business organisations at all levels; Excellent communication, leadership and interpersonal skills to gain the credibility of, and work effectively with, a wide range of external and internal organisations on innovation; Expert knowledge of Microsoft suite of cloud applications and services The ability to draft and present reports/briefs on complex technical issues in a language that is understandable to the layperson, management and large groups; Systems architecture experience in cross domain environments; Specialist expert knowledge on a broad range of IT subjects gained through innovation activities with commercial and industry organisations; Ability to quickly develop clear understanding of business processes and requirements; Excellent networking and negotiation skills and ability to prioritise own workload effectively to ensure deadlines are met; Nice to Haves Experience of working in a military environment; Security compliance background working within MoD policy structure; Experience of working within the Information Directorate or ISS; Strong background in working with Mod policy specifically JSP440 and JSP 604;Experience in delivering Projects in a controlled environment; No. of Specialists to Evaluate 6 Cultural Fit Criteria Transparent & collaborative when making decisions. Has a no-blame culture and encourages people to learn from their mistakes.
