Procuring a joint venture partner or consortia to develop district heating and combined heat and power in Exeter, Devon. The partner will be required to develop the design of the network & energy centre(s), structure a financing proposal for the construction of the system and subsequently build and operate it. The successful partner will be required to develop the design of the network & energy centre(s), structure a financing proposal for the construction of the system and subsequently build and operate it under a joint venture with Dextco. JV partners will work together to identify suitable joint funding arrangements, including bidding to the Heat Network Investment Programme. While it is anticipated that the owners of Dextco will also provide a portion of the equity funding, we expect the majority of the capital cost will be financed by the private sector. Following the initial construction of the system we would anticipate the scheme providing 33GWhth current shareholder heat demand and 16GWh of electricity per year for a 25 year period as a guide. A further 2GWhth of other public sector and 7GWhth private sector commercial heat loads have also been identified.
