Tender description

Secondary containment remediation works — Oil Fuel Depot at Senoko The Oil Fuel Depot at Senoko, is on the northern edge of Singapore close to Sembawang Wharf. The value of the works is anticipated to be in the region of 5 000 000 GBP — 10 000 000 GBP. The works included are primarily remedial works associated with the secondary containment bunds. The remedial measures include adding an impermeable barrier to the bunds, increasing the containment volume by increasing the bund heights with concrete walls, and providing new drainage infrastructure including new pumps. There will also be minor mechanical and electrical works to replace some existing systems which will be affected by the works. Anticipated skills required: — Design and construction knowledge of Oil Fuel Depots, — Design and construction of earthworks, — Installation of liner systems, — Design and construction of pumped drainage, — Working with contaminated ground, — Working in an operational site, — Design and installation of electrical and mechanical systems, — Overcoming difficult access issues, — Knowledge of UK, military and Singaporean regulations. The works shall be procured under competitive tender via Defence Contracts Online (DCO) (https://www.contracts.mod.uk/) and replicated via the Official Journal of the European Union (OJEU.eu). The procurement will be delivered according to the EU Defence and Security Public Contracts Regulations (DSPCR) under the restricted procedure. The advert for the Pre-Qualification Questionnaire (PQQ) will be via DCO. All work on the project will be in English. All relevant Singapore and UK environmental, design and construction legislation will apply to the project. The currency for the project will be notified at formal advert stage. Formal advert and DPQQ will be issued around September 2017, and it is envisaged successful parties will be invited to tender thereafter. Tendering countries and foreign national restrictions will be advised within the PQQ advert to be issued in due course. The client is the Defence Infrastructure Organisation (DIO).
