Summary of the work To lead a multi-disciplinary team through the down selection of COTS products to deliver CORTISONE Themes 1 & 2 with the best combination of products to meet User Requirements. This contract will cover the delivery of COTS products for Themes 1 & 2 – Healthcare Information Exploitation and Healthcare Delivery. CORTISONE has been the subject of industry briefs at Tech UK, the last one being Nov 2016 Who Speclialist Work With The programme team consists of IT Design Architects, Project Management professionals (both Agile and APM) and NHS interface specialists in a blend of Military and Crown Servants, complemented by contract staff and specialist companies. Team size is in the region of 30. What Specialists Work On CORTISONE will provide a suite of scalable, interoperable Medical Information Services using COTS (Commercial Off The Shelf) products to support the delivery of operational capability providing readily exploitable information for effective clinical, operational and management decision making. The Healthcare Product Manager will be responsible for leading a multi-disciplinary team through the tender evaluation process to enable selection of COTS products and services to meet the User Requirement in accordance with the CORTISONE tendering and down selection strategy. Following down selection the PM will lead the testing of product combinations to deliver a recommended solution for approval prior to implementation. Skills & Experience • Have proven experience in working within a programme of similar size and complexity (10%). • Have experience of working at the tender evaluation stage of a procurement cycle (10%) • Have experience of evaluating COTS products and services in a representative environment (10%). • Have experience in testing of products that meet defined User Requirements (5%). • Have the ability to work under pressure and adhere to challenging timescales (5%). • Have proven organisational skills (10%) • Have strong analytical skills (5%) • Have excellent communication skills(5%) • Have line management experience (5%) • Have experience in liaising with Industry Partners (5%) • Have knowledge of Off The Shelf medical applications across primary, secondary and tertiary areas in particular experience of integrating them together (10%) • Have experience in working in a large scale change programme (10%) Nice to Haves • Provide evidence of experience in working within a Medical and or NHS environment (4%). • Provide evidence of knowledge of current Medical COTS products (2%) • Provide evidence of working within the MOD (2%) • Provide evidence of working within an AGILE environment (2%) Work Location The Programme Delivery Team is located at MOD Corsham in Wiltshire (SN13 9NR). Occasional travel to the Customers location in Lichfield (WS14 9PY) may be required. Working Arrangments The specialist will be expected to work full time (222 days per year). The Corsham delivery team works in an Agile Scrum environment under the direction of a Scrum Master and Programme Manager. Travel and subsistence expenses to attend other sites will be payable from Corsham using current Civil Service T&S practices. Where possible, MOD Rail Warrants or the Travel Cell will be used. Security Clearance Potential suppliers will be expected to hold or be in the process of obtaining SC Clearance. It will be at the Programme Managers discretion to allow work to commence if suppliers are awaiting clearance on the expected start date. Additional T&Cs Supplier should be aware that MOD will be running a separate competition to select COTS products/software to meet the Future CORTISONE requirement. In light of this, suppliers are required to confirm the approach of dealing with Conflict of Interest iaw RM1043 Framework T&C. Do you consider this role to sit inside or outside of IR35? • the Authority will not be providing guidance on the applicability of the legislation to individual contracts but instead it is for each supplier to satisfy itself of its alignment with the new legislation;• HMRC will be rolling out a new certification tool in March that will allow suppliers and buyers to go and make sure that they are compliant; and• the Authority will not be approving any increase day rates on existing contracts as a result of the new legislation.
