Tender description

On behalf of the Eastern Solent Coastal Partnership (ESCP), Portsmouth City Council is inviting tenders from suitably experienced suppliers for inclusion on a multiple-lot framework agreement for the delivery of minor coastal engineering works across a number of authorities along the south coast of England. The Authority is targeting to have awarded the framework by mid-July 2017 with a subsequent commencement date of late July 2017. The framework agreement will be available for the contracting authorities named within the Invitation to Tender documentation to let call off contracts for 4 years. The value of the framework across all Lots is estimated to be in the region of 1 500 000 GBP per annum and up to 6 000 000 GBP across the duration of the framework. These values are for guidance only and are not guaranteed minimum or maximum values, which may be exceeded due to unforeseen circumstances such as storm damage. This Lot will be for non-complex and low value planned or reactive maintenance works up to a typical value of 20 000 GBP. Example works may include, but are not limited to, repointing, concrete slab and seawall remedials, seawall hand railing, debris removal, urgent H&Sworks, flap valves, concrete bagwork, prom and slipway clearances. By exception the value of works through this Lot may exceed 20 000 GBP in circumstances such as, but not limited to, longer term, multiple phase non-complex works or emergency works. In order to establish the Lot bids are invited for the delivery of armorloc revetment repairs at Warblington, Havant. The estimated value of the works is approximately £10k with works due to commence on 31.7.2017 and to be completed by 18.8.2017. In the event that the successful bidder/s are unable to demonstrate experience of undertaking a broad range of works activities they will still be awarded the individual contract but may not be awarded a place on the Primary Tier. This Lot will be for general coastal maintenance and civils works to construct, replace or maintain coastal structures with a typical value between 20 000 GBP and 150 000 GBP. Example works may include, but are not limited to, timber groyne & revetment works, rock armour works, historic seawall repairs, concrete slab and seawall replacement, concrete revetment replacement & repair, toe piling, rock gabions, flood embankments, and low value beach management works. In order to establish the Lot bids are invited for the delivery of two schemes. The first scheme concerns the delivery of various timber maintenance works at East Stoke, Hayling Island. The estimated value of the works is approximately 50 000 GBP with works due to commence on 11.9.2017 and to be completed by 6.10.2017. The second scheme concerns the delivery of removal and replacement of gabion baskets at Wallington River, Fareham. The estimated value of the works is approximately £50k with works due to commence on 14.8.2017 and to be completed by 8.9.2017. Bids must be submitted for both schemes. The bidder with the highest total score for the scheme in question will be awarded that individual contract. In the event that the successful bidder/s are unable to demonstrate experience of undertaking a broad range of works activities they will still be awarded the individual contract but may not be awarded a place on the Primary Tier. No upper limit will be applied to the value of Work Packages, subject to suppliers passing further financial and insurance checks if required, and occasionally larger schemes such as a seawall sectional replacement may be let via this Lot. This Lot will be for beach management activities including beach nourishment and recycling using land based equipment. Example works may include but not be limited to: excavation, haulage, deposition, profiling and screening of beach material, land based importing of suitable beach material from external sources and other ground works associated with the movement of beach materials. In order to establish the Lot bids are invited for the delivery of two schemes. The first scheme concerns the delivery of shingle recycling works at Hurst Spit, Hampshire. The estimated value of the works is approximately 4 000 GBP with works due to commence During October 2017 and to be completed by November 2017. The second scheme concerns the delivery of beach management activities at Southern Hayling Island. The estimated value of the works is approximately 150 000 GBP with works due to commence on 1.9.2017 and to be completed by October 2017. Bids must be submitted for both schemes. The bidder with the highest total score for the scheme in question will be awarded that individual contract. Works for this Lot will typically be between 40 000 GBP and 300 000 GBP but have no upper or lower limit.
