Summary of the work By using data and information from all sources to identify the potential for service improvements by understanding the systems, processes and people who deliver them and ensure that decision making takes place at the most appropriate level and reduce duplication. Expected Contract Length Must conclude by 21st August 2017. Latest start date Wednesday 31 May 2017 Why the Work is Being Done To review the way in which each of the Council's functional units are delivered over the next 5 years, including an assessment of whether they should continue to be provided, in order to ensure that we deliver effective and efficient services to our residents that are sustainable and make full use of the potential provided by our people, our money and digital technology. Problem to Be Solved To understand and document every process (statutory and non statutory) within the Development and Planning Service. To fully map all processes end to end in order that we can understand where we might avoid duplication, improve efficiency or provide a digital solution. Who Are the Users As a service, we need to understand who all the customers are, how we service them and also all the stakeholders across the business. There are a large number of processes across the Service (which also includes Housing) and they will need to be documented to fully understand where we can make changes. Early Market Engagement None Existing Team Project Manager, legal representative, finance representative, Reps from the teams and senior management, including Elected Members. Current Phase Discovery Skills & Experience • Have experience of working in Local Government • Have experience of working in a Planning environment within Local Government • Have the ability to process map end to end services • Have experience of working with Elected Members • Have experience of working with a wide range of service delivery teams and stakeholders • Have experience of working within tight timescales • Have experience of developing digital service process flow to predefined Business Process Model and Notation. • Have experience of streamlining existing processes • Have excellent communication skills Nice to Haves • Have experience of prototyping digital services • Have experience or knowledge of statutory laws around Planning and/or have worked with a Planning Authority previously • Have good user research skills Work Location Market Street and West Street offices of West Berkshire Council in Newbury. Possible other venues around Newbury. Working Arrangments There will be a requirement to hold workshops or team meetings, brainstorming sessions in order to gather the necessary data on processes. Most of this will need to be up front but the scheduling will be down to you. As long as the work is undertaken and completed by the required date. There will be a need to be in the office at least two days per week in reality. Will the buyer accept Disclosure Scotland clearance in place of DBS? Yes that is fine. 2. Has the role been assessed in regards to IR35 legislation? No it hasn't. 3. Is there a budget for the role please? There is a budget available but we will not release the information as this may jeopardise the Council's commercial position. 4.
