Tender description

To set up a Framework Agreement for external consultants to support Regenco projects where internal resources have a capacity gap. Excellent high-level networks and contacts with strategic regeneration stakeholders — DCLG, DIO, HCA, LEPs, LGA, Cabinet Office, Treasury, NHS, etc. Evidence of utilising these networks to secure regeneration resources and/or accelerate delivery of regeneration projects. Track record of successful delivery of regeneration projects of significant importance. Understanding of the key success factors associated with partnership development. Evidence of developing strategic regeneration partnerships, including development of visions; governance structures, processes and procedures; delivery plans: etc. Ability to provide high level ‘maintenance’ and support function to partnerships. Ability to produce ‘action-focused’ delivery plan aimed at managing and monitoring large, complex and multi-faceted regeneration programmes. Experience of managing broad range of projects within complex programme to tight budgets, time-scales and quality criteria. Evidence of use of ingenuity, innovation and creativity when things go awry. Experience of utilising economic modelling to demonstrate the long-term impact of regeneration schemes on the local, regional and national purse and economy. Ability to identify the factors and information needed to populate a ‘bespoke’ RegenCo model. Ability to analyse the outputs from such a model and present it to a client in an accessible and persuasive way. Understanding of all of the issues that need to be considered to prepare a viable, deliverable and locally-appropriate masterplan. Experience of managing consultancies producing masterplans for large-scale mixed-use development schemes. Experience of preparing masterplans for large-scale mixed-use development schemes (preferred). Experience of procuring development partners for large-scale mixed-use development schemes, ideally within a local authority setting. Understanding of all the issues associated with the procurement of development partners for large-scale mixed-use development schemes. Experience of producing locally-relevant economic strategy associated with development of large-scale mixed-use development schemes. Understanding of all of the issues and stakeholders associated with the production of economic strategies. Experience of successful significant inward investment. Experience of developing and implementing local economic development strategies. Experience of skills development, local supply chain procurement, apprenticeships, etc. Experience of successful bid preparation and securing funds for regeneration, housing and associated infrastructure projects and programmes. Knowledge of the various funding streams available to support regeneration projects and programmes. Understanding of the broader issues associated with successfully securing external funds. Experience of managing and/or supporting the management of housing and commercial development projects. Knowledge of the various funding streams available to support development projects and programmes. Evidence of successfully securing external funds to support development projects. Experience of undertaking viability appraisals of large-scale mixed-use development and regeneration projects (preferred). Knowledge and experience of developing green infrastructure projects, including Suitable Alternative Natural Greenspace (SANG) projects, and establishing financially viable management structures. Experience of the development of community development strategies and action plans. Experience of implementing and managing community development strategies and action plans. Experience of the development of community engagement and empowerment structures, including Community Development Trusts. Experience of supporting community engagement and involvement structures. Experience of the development and implementation of transportation strategies and plans associated with large-scale mixed use development and regeneration projects. Experience of the development of innovative public and sustainable transport initiatives, especially through the utilisation of new technologies. Knowledge of funding sources associated with transportation initiatives. Experience of large-scale housing design and development. Experience of modern methods of construction, environmental design, custom-build and other different housing ‘products’. Knowledge of funding sources associated with housing enabling and delivery. Experience of devising and/or assessing urban design strategies and plans for large-scale mixed-use development projects. Experience of developing innovative energy strategies for large-scale mixed use development projects, including heat networks, local energy production and distribution, etc. Experience of the production and implementation of marketing and communication strategies and action plans.
