Tender description

Thames Water (TWUL) prints and delivers approximately 13 000 000 items of mail annually. The scope of this procurement covers the acquisition of stationery, printing, enclosing, sortation and delivery of TWUL's transactional mail items and any additional service needed to fulfil this requirement. TWUL intends to divide the scope of this service into three lots: Printing and Fulfilment Services (Lot 1). Downstream Access (DSA) (Lot 2). Managed Service (Lot 3). Bidders will be allowed to bid for a maximum of 2 lots, but will only be awarded up to a maximum of 1 lot. The provider must ensure that mail is printed, enclosed and sorted into relevant batches for collection within specified service and quality standards: — The procurement and management of mailing stationery; — The printing and enclosing of data; — The sortation of mail items into relevant batches for downstream access delivery; — Any additional services specified by TWUL to fulfil this requirement. The Service Provider is required to collect all mail presented for collection at the times and locations and on days specified by TWUL. The Service Provider must sort all mail collection (if in unsorted format) and provide delivery to Royal Mail for onward delivery to the addressee through Downstream Access. The Service Provider is responsible for mail until it reaches its end destination. The Service Provider is solely responsible for the full end-to-end management of print, enclosing, sortation and delivery to addressee, incorporating all service requirements from Lot 1 and Lot 2. This service will have additional requirements in reporting on both traceability of mail from file transfer to delivery to end customer and detailed performance measuring. The Service Provider will be issued with additional long-term strategic targets over the duration of the agreement.
