Summary of the work Implement the ISS Risk Management Improvement Plan - assisting in the detailed design and implementation of Risk Management as a Service across ISS. RMPs-ISS 1* teams. Planning for/implementation mature RM activities advancing ISS Risk Maturity. Risk Improvement activities and Knowledge Transfer. Specialist role Programme manager Expected Contract Length Expiry will be 22nd December 2017, options included to extend up to a maximum of 2 years. Latest start date 05/06/2107 Maximum Day Rate The maximum paid (including agency fee's) will be £575 per day. This role is inside IR35. Who Speclialist Work With The individual will work directly with the RAIDO Manager the Portfolio Manager and the Head of the PMO. They will provide support to ISS Stakeholders including 2 & 1* communities and External Risk Management specialists. What Specialists Work On Implementation of ISS Risk Management Improvement Plan - assisting in the detailed design and implementation of Risk Management as a Service across ISS, assisting in detailed design, delivering as a Proof of Concept, adapting as required through application of LFE, delivering as an FOC by end Dec 17. Assistance in working with 1* teams to arrive at suitable RMPs following agreement of 2* Risk Management Strategies. Planning for / implementation of more mature Risk Management activities advancing ISS Risk Maturity. Facilitation/Delivery of RM Principles training Risk Improvement activities. Knowledge Transfer. Skills & Experience • Extensive background as a Risk Specialist at, at least, Programme or senior levels. 20% • Experience in implementing strategic processes and intents. 15% • xperience of analysing risk requirement at Programme and Project levels and recommending. 10% • Experience of analysing risk requirement at Programme and Project levels and recommending solutions/improvements and assisting where required to implement. 15% • Experience at Risk Improvement and maturity improvement activities. 15% • Proven ability to work within a team of disparate individuals. 10% Nice to Haves • Experience of working in a multi-tiered organisation with Projects, Programmes and Portfolio. 5% • Experience of working in MOD/Defence Organisations. 5% • MoR / IRM or equivalent. 5% Work Location The main base will be - MOD ISS Corsham, Westwells Road, Corsham, Wilts SN13 9NR. You may be required to visit the following sites; MOD Abbeywood, Stoke Gifford, Bristol BS34 8JH RAF Henlow, Beds. SG16 6DN MOD Blandford, Dorset, DT11 8RH T&S will be paid in accordance with MoD Civilian T&S Policy Rates only and must be agreed in advance. Travel to ABW will not incur T&S as we provide transport from MoD Corsham that is expected to be used. Working Arrangments All tasking will take place from MoD Corsham and you are required there 5 days a week, the working day is 8 hours to include 30 minutes for lunch. Day visits may be required to RAF Henlow, Blandford & Bristol. Overnight visits will only be permitted if permission is sought in advance. This individual will report to the ISS RAIDO Mgr and the ISS Hd PMO. Security Clearance SC Clearance must be in place prior to the contract starting due to the projects the individual is required to work with. Additional T&Cs All IT equipment is provided and therefore no company or personal laptops will be permitted. Will the specialist be accepted if they hold Discloure scotland/BPSS and SC will be attained when the role is offered or you expect specialists to have the SC before submission. We expect the individual to hold SC clearance before submission due to the project teams they will need to work with. 2. We have the ability to resource this request through another framework at preferential rates - are we able to bid through that framework ? We have chosen to use the DOS Framework. 3. Who and how should we submit evidence to? This requirement is for 1 post. You are to complete the spreadsheet on the portal and submit one CV only. Both the information on the portal and the CVs shall be used for sifting. Where and when do I submit my evidence? CVs must be in WORD FORMAT ONLY and must not include day rates. The CV file must be in the following format: ‘YYMMDD_CCT414_SUPPLIER NAME_Candidate Name_CV. Responses in any other format will NOT be evaluated. Once the advert has closed we will issue you a template to complete for the following information; SC Start Date, SC Expiry Date, Reference Number, Candidate Date of Birth and car details - do not send until you have the template. 6. How many candidate CVs can bidders submit? One CV only please. 7. What is the maximum number of pages of CV? CVs are to be no more than 4 sides of A4. The response should be ‘self contained’ i.e. do not link to external information as it will NOT be evaluated. Do not ‘embed or attach’ files or other ‘objects’ within any of the documents or to your email response – they will not be opened (nor evaluated). 8. What is the length of the contract? The contract will expire on 22 December 2017. Funding pending and should the need arise we will offer 1 x 3 month and 2 x 6 month extensions. 9. Is there a current incumbent? Can you please confirm if this position is completely separate from - ISS Risk Specialist Post 1? Or can I submit a candidate for both Risk Specialist 1 & 2? Please confirm, as I do not wish to submit a candidate and waste anyone's time. I have already submitted my candidate for Risk Specialist Post 1. Thanks. We currently have 2 requirements for Risk Specialists. Please do bid for both. 13. ISS Risk Specialist Post 2 and ISS Risk Specialist Post 1 seems to be similar. What is the difference in both the roles as both are put under programme manager in specialist role section ? If both the roles are same, why is there a difference in rates ? Risk Specialist 1 will be a team lead. 14. Is the rate inclusive or exclusive of VAT? Exclusive 15. What is the lead time for feedback once the application is submitted? We aim to do this as soon as possible but you are possibly looking at one week to 10 days before the sift is complete and interviews are offered due to the current volume of work. 16. Can a candidate with DV clearance be considered for this role ? Yes SC is a minimum
