Tender description

This is a Prior Information Notice (PIN) only Subject to Business Case approval, the UK's Department for International Development (DFID) will be seeking Partners / Suppliers to provide the following services in support of DFID Demining Programme from April 2018. We intend to start the tender process later this year with the new contract(s) to be in place by early 2018. It is envisaged that the programme will run for up to 2 years. There are key work areas which link together to ensure effective delivery of the programme. These elements are essential to implement UK priorities for humanitarian mine action: 1. Deliver a programme which could constitute three separate windows, including a strategic delivery window, a call down facility for fragile states and a window to deliver research for innovative service delivery; 2. Demonstrate the operational capability to manage large scale demining operations which deliver value for money and innovative service delivery; undertaken in close coordination with the National Mine Action Authority (NMAA) or relevant coordinating body; 3. Integrate mine risk education into clearance activities to reduce the threat to groups including but not limited to; local communities, internally displaced people and cross border traders; 4. Incorporate capacity building of NMAA to ensure authorities can develop legislation, regulation, quality information management systems and effective coordination mechanisms for demining implementers, depending on need; 5. Implement the UK priorities for humanitarian mine action in countries which could include but are not limited to Somalia, South Sudan, Zimbabwe, Burma (Myanmar), Angola, Laos, Cambodia, Vietnam, Iraq, Syria, Yemen, Sudan and Afghanistan; 6. Mainstream gender within all mine action operations to deliver gender sensitive programming; and 7. Work with DFID to develop strong mine action communication tools using social media, print and television. This programme will form part of the UK's 100 000 000 GBP commitment on demining. It could include work in pre-determined countries plus additional countries in a flexible response to crises and emergencies as required. A Partners / Suppliers Early Market Engagement (EME) / Information Day is planned to take place on Wednesday 10.5.2017 at 11:30 to 13:30 in the Department for International Development, London. During the EME / Information Day DFID will: i) Present the theory of change for the mine action programme; ii) Present a programme structure for discussion; iii) Seek market guidance on cost drivers, commercial risk etc.; and iv) Provide an opportunity for attendees to ask questions. There will be time available at the end of the event for networking and an attendance list will be circulated after the event. We will provide responses at the event, but will not disclose the source of these when responding. This event will also be announced on Twitter. Confirmation of places at the event will be made as soon as possible after registration. Final formal confirmation will be issued by 12:00 noon on Monday 8.5.2017.
