Summary of the work This role is aimed at Project Managers experienced in Agile programme and project management methods. Specialist role Programme manager Expected Contract Length 11 months with options to extend should there be a requirement and financial approval Latest start date 22 May 2017 Maximum Day Rate The maximum including agency fees will be £540 per day exclusive of VAT. This post has been classified Inside IR35 Who Speclialist Work With Civilian, Military and Contractor personnel across the DPS programme. What Specialists Work On Day to day Development Environment (JaDE) Project management delivery. PM activity to Deliver the OS JaDE system into the ARK. PM activity to Deliver JaDE Secret. Deliver/Manage a JaDE Stakeholder Engagement Plan and RAIDO Log. POC for Senior Customers and Stakeholders whilst implementing a stakeholder engagement plan. Deliver a RAIDO log. Process Management Delivery. Work with requestors and key stakeholders to document the workflows and process for JaDE to be managed efficiently. Development Environment Resource reporting. Ensure that day to day tasking of the JaDE System Engineering team are reported in JiRA and at the daily stand up. Skills & Experience • Degree qualified in an Engineering or Computer Science related subject - 8% • Chartered Engineer or Chartered IT Professional (i.e. CEng or CITP) - 8% • Engineering or Computer Science related professional qualification (i.e. MIET or MBCS) - 8% • 10+ years’ experience in IT Engineering Programme Manager role showing experience of in IT delivery, development, test and release to service - 8% • Experience and skills in Agile programme and project management methods - 8% • Formal programme and project management certification (MSP and PRINCE2 preferred, PMP, etc.) - 8% • Security principles including, encryption and security of networks at IL3 and IL5 - 8% • Technical management of multiple hardware and software suppliers - 8% Nice to Haves • 5+ years’ of MOD ICT operational experience of Deployed Platform Services - 4% • Experience of deployed mission systems (e.g. mission planning systems) - 4% • Tactical communication network technologies - 4% • Delivery of deployed platforms into limited bandwidth environments, including mobile - 4% • Understanding of the Defence Operating Model, and ISS’ role within the Front Line Command deployed operating model - 4% • Worldwide transition and convergence of multiple systems covering: users, applications, infrastructure and data - 4% • Continuous Delivery Models (e.g. DevOps) - 4% • Familiarity with Atlassian toolset (JIRA, Confluence and Bitbucket) - 4% • ITIL Foundation Certificate - 4% Work Location The individual will be based in Corsham, Westwells Road, Corsham, SN13 9NR Working Arrangments 5 days a week (37 hours per week) No expenses will be paid, all the tasking will to be carried out on site there will be no 'OFF-SITE' working. All resources will be provided access to the organisation's IT system and no utilisation of personal or company laptops will be permitted. If meetings are required off-site, T&S will be paid in accordance with latest MoD Civilian rates. T&S must be agreed up front. Security Clearance DV cleared personnel are preferred but minimum requirement is SC due to the programme of work. Additional T&Cs No Homeworking and No Company or Personal Laptops. Will the specialist be accepted if they hold Discloure scotland/BPSS and SC will be attained when the role is offered or you expect specialists to have the SC before submission. We preferably require the individual to hold DV but as a minimum SC is required prior to submission due to the projects they will work on. 2. We have the ability to resource this request through another framework at preferential rates - are we able to bid through that framework ? We have chosen to use the DOS Framework. 3. Responses in any other format will NOT be evaluated. 6. How many candidate CVs can bidders submit? One CV 7. What is the maximum number of pages of CV and Font Size? The maximum number of pages per CV is 4 sides. Any CV which is longer than the specified limits will be truncated and only the [4] four sides of A4 will be evaluated. 8. Can bidders include Links within CV or embed or attached files to email submission? No. The response should be ‘self contained’ i.e. do not link to external information as it will NOT be evaluated. Do not ‘embed or attach’ files or other ‘objects’ within any of the documents or to your email response – they will not be opened (nor evaluated). 9. Will all responses automatically be evaluated? NO. THE AUTHORITY RESERVES THE RIGHT TO REJECT ANY RESPONSE WHICH IS HAS NOT FOLLOWED THE ABOVE INSTRUCTIONS OR IS OUTSIDE THE BUDGET ENVELOPE. 10. Is there a current incumbent?
