Summary of the work The specialist will be accountable for the achievement of delivery milestones. Activities include: - deliver NHS.UK components such as: content transformation, diabetes 1 POC, connecting for services activities, weekly-quarterly reporting - internal interface and wider paperless 2020 portfolio - ​​Business case responsibility - Reporting responsibility. Specialist role Portfolio manager Expected Contract Length 6 months (with the potential to extend) Latest start date 02/05/2017 Maximum Day Rate £700 per day. Early Market Engagement None. Who Speclialist Work With The portfolio manager specialist will work alongside the NHS.UK senior leadership team, delivery managers and matrix delivery teams. This will involve working with permanent staff, contractors, suppliers and other stakeholders from multiple organisations. What Specialists Work On The specialist will provide senior-level portfolio management for the NHS.UK programme incorporating the Project Management Office (PMO) and multiple projects. Skills & Experience • Experience of delivery management within digital transformation • Able to create, refine and challenge update Strategy development, business case and roadmap implementation experience • Strong negotiation, relationship management and influencing skills at the most senior level • 10+ years experiece of Programme and Delivery Management • Strong understanding of Agile Delivery; including the challenges faced when using Agile Delivery within a traditional organisation • Ability to bridge the gap between requirements and drive outcomes • Able to create, refine and challenge update reports, roadmaps and vision statements • Excellent written and communications skills • Team and Matrix management • Problem solving, issue resolution, identifying and implementing mitigations Work Location The majority of the work will take place in Victoria, London. Additional locations include areas in London and Leeds. The specialist will be responsible for managing their own working arrangements and 5 days in the office isn't required. Working Arrangments The portfolio manager specialist is responsible for managing their own working arrangements and no working arrangements are prescribed by the buyer. Remote working where appropriate is acceptable. There will be the necessity for face to face meetings. Security Clearance None. Additional T&Cs None. Is public sector/ previous NHS experience essential? No, but it is preferred. 2. What are the main expected outcomes and KPIs for this project? NHS.uk aims to:1. Alleviate pressure on NHS Services - Connecting each patient with most relevant service at the most relevant time to alleviate pressure on generic NHS services and drive efficiency.2. Empower patients to manage their own healthcare - Giving patients the tools and education to better manage their own healthcare will create a healthier society.3. Improve quality across the NHS - Driving efficiency and quality of care by better informing and connecting patients and clinicians. The platform will also help generate insight into patients and how they use NHS services to uncover opportunities for ongoing improvements. 3. Does this role fall in scope of IR35? No. 4. What is the lead time for feedback once the application is submitted? We aim to inform the top scoring 3 specialists that they are through to the next round within 24 hours. We aim to inform all unsuccessful specialists within a week. 11. Is there any travel involved in this role and will the travel expenses be paid? Some travel maybe required (for example once a month to Leeds). Travel expenses will not be paid. 12. What is the total number for positions open for this role? At present NHS Digital only requires one Portfolio Manager for NHS.UK. 13. Is the given day rate inclusive or exclusive of VAT? The rate is exclusive of VAT. 14. Is this a new role or continuation of an existing role? If its a continuation is the incumbent being considered? It is a continuation of an existing role. The incumbent is not renewing their contract for childcare reasons 15. If we have exception candidates that are a higher rate than you max rate, are you still interested in knowing about them? The rate is the maximum that will be paid for this requirement. Please note that price (day rate) makes up 20% of the final score for all submissions. 16. Please can we have clarification on this point: "Ability to bridge the gap between requirements and drive outcomes". Is this one question or two?
